Present were Acting Mayor Francis T. O'Boyle; Paul Stokes and Lee Griswold of Stahly Engineering; Parks Superintendent Pieter Drent and Councilman Paul Palmer. RE: Dry Bridge Park KALISPELL,. MONTANA June 10 ? lg 82 TO THE HONORABLE MAYOR AND CITY COUNCIL C�iTLF.i`l�N: - Stahly Engineering has been involved with the inspection of a number of parks. Their goal is critically reviewing the needs of what must be done to make most people happy in the park area. In the Dry Bridge Park area east of Woodland Avenue, it was discussed to leave as much as possible as it, but to use this area for walking paths, etc. West of Woodland Avenue, where the water is similar to the south end of the slough along the City's property line approximately 8 ft. wide on top of the dike with a culvert placed under the dike, it was considered to drain the water from the city side either by pump or siphon across Woodland Avenue to the city storm drain outfall. At this meeting. we were unaware the culvert under Woodland Avenue was completely plugged. Respectfully submitted, Francis T. RE: Dry Bridge Park KALISPELL, MONTANA June 10 ¢ 19 82 TO THE HONORABLE MAYOR .AND CITY COUNCLG, GENTINe Mike expressed concern for the area west of Woodland or where the water is, Mike also recommends a dike on the south end and culvert with a control valve under the dike with a drain line from the dike north to the culvert under Woodland Avenue. Present were Acting Mayor Francis T. O'Boyle, Dennis Carver of Carver Engineering, Parks Superintendent Pieter Drent and Councilman Paul Palmer. RE: Dry Bridge Park MISPELL, MONTANA _ June 10 4 2982 TO THE HONORABLE 14A:YOR AND CITY COUNCIL, Dennis says the culvert is open on the east end, but closed on the west side under Woodland Avenue at the Dry Bridge Park.area. He feels that we must remove the water from the area and recommends a temporary dike a short distance south of the inlet under Woodland to hold the water while the culvert is opened under Woodland. On the south end, a dike should be put in with a culvert and co land Avenue inlet. He feels it would take about 800 yards of material is dike. Also, estimates 35,000 to 40,000 yards of material to..bring it u to a useable area. Mike further suggests that test holes be drilled along the banks of the area to see where the water is coming from, as there were indications that there are ground water springs.. A general consensus of all three meetings this date was that the water should be removed almost completely from the area and that the culvert should be opened up. Meeting adjourned at 5:45 P. M.
