• The meeting was attended by Mayor Hopkins. Council persons Nystul and Larson, and
City staff persons Mike Baker, Dick Brady, Attorney Neier and Clerk Robertson.
1) Mayor Hopkins relayed the recommendations of the Parking Commission
regarding leases and tickets. The first recommendation was a 50/50 split on
the revenue from the leased lots. The leased lots could be sold to 80%
capacity and the lot fees would be increased to $15 on the 1st Federal,
Eagles and O'Neil lots. Also the parking tickets in the lots would be
raised to $5.00 and we would eliminate the reminder postcards. The 24 hour
language would be deleted from the tickets.
Discussion of the advisory board as an advisor to the safety committee.
The chairman of the safety committee will become a member; Duane Larson.
2) Central Garage - since the last meeting the Mayor has not met with the
dept. heads. The budget is at 95%. Dick Brady let the committee know that
the loader needed a transmission at a cost of $6,000. It is parked. We will
be working on the budget to better define the motor vehicle parts line
item. The Central Garage will continue with the necessary repairs and if
needed we will have an emergency budget.
3) Audit - committee wishes to go out for proposals for audit. Councilman
Nystul will provide the Clerk with a sample RFP and a list of potential
B auditors. It is his desire to offer a package for a two year audit with
an additional single year audit as part of the contract.
Resolution for sewer rate increase will be provided by Glen for
passage at tonights City Council meeting.
5) Data Processing Fund - City Clerk provided a copy of the proposed
budget for the Data Processing Fund for FY91 for approval.
6) Sick leave credits for seasonal employees - a memo was provided by
the AFSCME Union regarding sick leave credits for Temporary. Seasonal
annd Part-time employees. The committee recommended that the City
Attorney write a memo regarding this issue. They members concurred that
the (3) seasonal water employees should have their credits from the prior
year put on the books.
7) City Attorney Intern for prosecution - position has been posted at
Law School.
7) City Policy - the Mayor wishes to organize a policy book with numbered
policies for easy reference. He will discuss with city Attorney.
8) Airport manager job description - will be discussed at the next meeting.

Roger this letter is to inform you of the problem that were haveing
of Part-time, Temporary and Seasonal Employees not earning sick
leave credits. These people didn't receive any last year.
We would like last years and this years sick leave taken care of.
I'm also including a copy of Montana Sate Law in which it speaks of
. the Burning of sick leave credits. Please notify me as soon is
possible on this problem.

the rate of 96 hours per year, or approximately .37 hour!; por
.y of employment (.O46 hours per hour). Overtime hours 11111
hours worked beyond forty hours per ;week are not cuuntell.
Credits are accumulated from one year to the next, with no
maximum.
The credits are earned from the first day of employment,
but employees are not entitled to take paid nick leave until
they have been continuously employed for 90 days in the same
jurisdiction (state, county, or city, or political
subdivisions thereof). Sick leave cannot be earne4 while on a
Leave -without -pay status.
Part-time, Temporary, and Seasonal Employees, part-time,
Temporary, and seasonal employees earn sick leave credits like
anyone else, except credits are prorated to part-time
employees. They must also work the qualifying 90-day pertod
in order to take paid sick leave.
Payment for Termination; Transfer. Employees wh
terminate employment for any reason are entitled to he paid
lump -sum payment equal to one-fourth of the piny attributvd t
the accumulated sick leave, based on the.salary or wage of th
employee at the time of termination. However, if an employe
transfers to the employment of another agency in the sas
jurisdiction (as from one state agency to another), he in nc..
entitled to be paid the lump -sum; instead, the new employing
+ncy assumes responsibility for the accrued sick leave
