The meeting was attended by Mayor Hopkins, Council persons Nystul and Atkinson,
and Larson, and City staff persons Brady, VanDyke, Plambeck, Zavodney, Baker
and Robertson
1) Shop Employee - Dick Brady explained the need to keep the Lube person who
was budgeted as a part time person on full time. For safety purposes it is
necessary to have two people on duty at the shop at all times. Our current
staffing is two mechanics and a part time lube person. The lube person has
been working full time and so has expended his salary budget. The committe
asked the Mayor. and City Accountant to review the budget to see if we can
afford to keep him employed and report back at the April 2nd meeting.
Garbage Truck - Dick Brady informed the Committe that the public works
committee will be recommending the Heil Bid at the Council Meeting. He
answered questions for those present
2) Sewer Rates/Bond Sale - City accountant provided information compiled
from meetings with Kreg Jones from D.A. Davidson and from the City's own
Sewer financial statements requesting a 20% rate increase. The Committee
discussed the possibility of refinancing the 1983 Revenue bond. Until the
actual bond sale the cost savings will not be known but it can be addressed
at that time. The committee will recommend that the City Attorney prepare
the necessary resolutions and notice to the rate payers to facilitate the
rate increase.
4) Computer - the committee requested a final cost and financing schedule for
the purchase of the new computer for the next meeting.
5) Job Descriptions - Mayor Hopkins presented a job advertisement for the position
of Community Development director and a job description prepared by the
Transition Advisory Committee for the new City Manager Position to be
presented to the council tonight. He also prepared a job description for
a temporary position of Public Works Coordinator. The positions of Public
Works Coordinator and City Clerk will be posted in house for a week. No
recommendation on Clerk of the Council position.
6) Agent of Record/health insurance - Mayor Hopkins talked with Blue Cross
and they are willing to work with an agent of record.
7) FVCC storm sewer assessment - the City will refund this year's assessment
but the charge will stay on the property for the time being.
8) U of M Internship program - City accountant passed out information on
possible internships with students in which the City could participate.
Committee recommended that the MAyyor and department heads discuss the
possibilities and report back to the next committee meeting.
