• The meeting was attended by Mayor Hopkins, Council persons Nystul, Gunnerson,
Larson, Furlong, Atkinson and acting clerk Robertson.
1) Agent of Record - Bill Smithers spoke to the advantages of having an agent
of record. The City would have the services of a person with a background
in health insurance to guide the City. This person would not be tied to any
particular company. The cost would be 2% to 4% of the premium costs.
This person would have the responsibility of keeping the experience
information and would act as a negotiator with the insurance companies.
Committee agreed to recommend to the council to solicit proposals for
the agent of record.
2) Firefighters negotiations- committee will recommend to the council that
the Mayor, one council person and the City Attorney negotiate with the
firefighters union.
3) Computer - Continuing to acquire information regarding the replacement
of the computer. Will meet with the wiring expert and map out all of the
locations which can be hooked on to the system and report back.
4) CUE Buy out - The committee recommended that the Mayor look at a method
to buy out the ASFCME contract provision in which compensation can be
earned by employees who complete approved educational courses. The union
is interested in a buyout since the opportunity to take courses is not
available to all employees on an equal basis.

The commitee recommended giving Rex Boller a 90 day contract to see if
there might be a market to sell to a developer the entire Buffalo Head
parcels. The other proposals all were directed toward selling the lots
on an individual basis.
