The meeting was attended by Mayor Kennedy, Councilmen Atkinson (chairman), Nystul
and Hopkins, City Attorney Neier and Clerk/Treasurer Halver.
1. Funding for title searches on wholly surrounded property.
Councilman Nystul moved the conntittee recommend $1,175.00 be taken from the
Council's Consultant Budget and the remainder of $325.00 front the Counci.l's School
and Travel Budget. Counciilnian Hopkins seconded.
2. Lousiness Licenses
The coiinit:tee. reviewed the proposed Business License Ordinance with City Attorney
Neier.
Neier went through the proposed ordinance paragraph by paragraph and reported on
his concerTls.
The committee asked Neier to incorporate his and their congnents into a revised
draft and return to the cormtittee for further discussion.
It was agreed tearpor_ary locations should be defined and addressed in the
ordinance. The going out of business provisions were removed.
The wording in Section 1-6, Separate Licenses will. be worked on.
In Section 1-8, the requirement for notarization is to be remmovved. In Section 1-9,
approval of every license by the council should not be required.
The wording of Section 1-10 is to be changed to simply require prat forwarding
of copies of the applications to the concerned departments.
"or deputy" is to be added to Section 1-15.
In Section 1-21, all dates should be December 31, and the late penalty is to be
deleted.
The fine under Section 1-22 will be looked into.
Section_ 1-41, is to be deleted., it is handled under other ordinances.
Section 1-42, License rates and square footages are to be revi.eWeel and revised
figures proposed.
Section 1-43, going out of business, is deleted.
Section, 1-44 through 1-45 will be rewritten.
Under Section 1-47, parades are deleted and the carnival fee is to be reviewed.
Section 1-91 is deleted and in Section 1-111 the word should. be Severabili_ty.
