03-06-89 Finance Comm Minutes'r FINANCE/PERSONNEL & POLICY/INSURANCE 8:15 AM MARCH 6, 1989 The meeting was attended by Councilmen Atkinson (Chairman) and Nystul, City Attorney Neier, Clerk/Treasurer Halver, City Accountant Robertson, City Surveyor Zavodny, Redevelopment Coordinator Plambeck and later, Mayor Kennedy and Police Chief Clark. 1. Four -Tens Work Schedule Report Clerk/Treasurer Halver presented a report on the 4-10's work schedule in his office. Halver said the report had been requested by Councilman Saverud. Councilman Nystul asked the discussion be tabled until Saverud is in attendance. 2. Buffalo Head Townhouses Addition Delinquent Taxes City Attorney Neier explained the procedure for the City to take Tax Deed on these undeveloped lots. He has calculated it would cost about $31,000 to purchase these properties. The total tax bill including the City S.I.D.'s is $81,000. If we buy these properties, we can correct an assessment problem on the private roads and the common area. We are also likely to be able to resell these lots at a profit and get them back on the tax rolls. If we don't take this action, we will not be able to collect the assessments for debt service on the S.I.D. in that development and will be in danger of defaulting on the bond. This would harm our future ability to sell S.I.D. Bonds. i�- Neier said he thinks the present title holder to the property will give quit claim deeds to the properties so we can get clear title without waiting out the normal right of redemption period. • The financing would cane first from the SID Revolving Fund and the balance borrowed by registered warrants from other city funds. Neier hasn't found any alternative that will allow us to cover the debt service on the SID. Councilman Nystul moved the committee recommend to the council the City Attorney and Clerk/Treasurer be authorized to make arrangements to purchase these tax deed properties and fund the purchase from the SID Revolving Fund and a loan from Tax Increment Fund. Council Atkinson seconded and the motion carried. 3. Salary Matrix A. Police Lieutenant Mayor Kennedy and Police Chief Clark requested the Salary Matrix be adjusted because the Police Lieutenant Salary didn't take into consideration his holiday pay earnings. The committee agreed to recommend an adjustment to set the Police Lieutenant at $29,551.00. - 1 - r FINANCE/PERSONNEL & POLICY/INSURANCE 8:15 AM MARCH 6, 1989 B. Secretaries Councilman Atkinson reported there was a request for corrections regarding the non -union secretaries. They had previously been given salary adjustments to give the union salary and longevity. The present Salary Ordinance reverses that procedure. Councilman Nystul requested their salary history for the past few years be prepared before action is taken. Chairman Atkinson agreed. The Clerk/Treasurer will provide the history. 4. Accountant Intern Clerk/Treasurer Halver requested permission to prepare a job description and look into hiring a college senior or graduate student to work as an intern this summer while Amy is on Maternity Leave. He has been talking to the University of Montana and would also check with M.S.U. The position would be funded from the money not used to pay Amy's salary. She will be earning approximately half -pay; she doesn't have enough sick leave to get full coupensation while on Maternity Leave. The ca;mittee agreed to recarmend the Accountant Intern idea to the council. 5. ReMax Parking Lot Update Ross Plambeck reported the Lot Owners responded to the County Attorney by mistake. They seem to be willing to try to fix the problem and are looking at the possibilities now. 6. Review Claims The formal meeting adjourned at 9:19 and Chairman Atkinson proceeded to review claims. • - 2 -
