• The meeting was attended by Mayor Kennedy, Councilmen Atkinson (Chairman), Nystul,
Saverud and Hopkins, Clerk/Treasurer Halver, City Accountant Robertson, and later,
Councilman Furlong.
1. Compensatory Time Philosophy
Halver reported the committee has requested he and the City Attorney develop a
policy for compensatory time for management people.
He said he has called other cities to see what procedures are being used. Sane
give it hour for hour, others provide at time and one half, and others only
authorize carp time earnings for meetings attended after hours.
Halver requested the council determine a general philosophy before a formal policy
is drafted. He said only department heads and certified or degreed professional
people are exempt from Federal Rules regarding carp time. These are the employees
for which a city policy needs to be established.
Halver said he is accruing carp time under an agreement in force when he was hired
which provides for time for meetings attended on an hour for hour basis.
Councilman Saverud said the regular council meetings should be considered part of
the job.
Councilman Nystul moved the City Attorney and Clerk/Treasurer draft a ccrrp time
• policy which reflects the philosophy that department heads are assumed to work all
the time necessary to do their jobs, that superintendents should be entitled to
carp time on an hour per hour basis, that discussion be made for who would earn
for attending meetings after hours, records be required to be kept on time sheets
and in payroll department and carp time use be in accordance with the procedures
for taking vacation time. Councilman Hopkins seconded.
Nystul said this motion is for the purpose of getting started on a draft.
The motion carried.
2. 4-10's Report
Halver stated he has provided the report as requested by the committee stake time
ago. His staff has worked 4-10's for three summers and have requested permission
to do so again.
After some general discussion Councilman Saverud requested the report discussion
be tabled until next meeting. The committee concurred.
3. Buffalo Head Toceihouses Tax Deed Action
City Accountant Robertson reported the County is requiring us to pay the full
delinquencies and then they would remit our share to us within a few days.
The cormzittee discussed our procedures for reselling these properties.

Councilman Nystul moved Mayor Kennedy review procedures for selling the
properties, methods for appraising the properties and report back to the committee
so they can set the prices and start the legal process. Councilman Saverud
seconded and the motion carried.
4. Tax Refund Request
Councilman Nystul requested City Clerk/Treasurer Halver be complimented for trying
to get a tax refund issued from the county to a citizen who had overpaid taxes.
Councilman Atkinson agreed.
Nystul requested this also be mentioned at the Council Meeting.
5. Salary Matrix
The committee discussed the two secretary positions included on the salary matrix.
The concern was whether they should be on the matrix or be given the same raises
and longevity that the union secretaries receive.
Councilman Nystul reported on the history and cost figures for these positions.
Councilman Furlong asked the committee to consider advancing the secretaries one
step on the matrix.
Councilman Saverud moved the two secretarial positions be moved one step to the
right on the matrix retroactive to July 1, 1988. Councilman Nystul seconded for
purposes of discussion.
The motion carried with Nystul, Saverud and Atkinson in favor and Hopkins opposed.
The committee agreed to hold this recommendation until other changes are to be
made to the matrix.
6. Judge's Salary
Mayor Kennedy recommended the City Judge be given a $1,500.00 raise now and
another $1,500.00 per year on July 1, 1989.
The committee decided to have the chairman contact the City Judge and get
comparative figures for committee review and consideration at the next ccurnittee
meeting.
The committee will also discuss the Mayor's salary at the next meeting.
7. Tax Increment Bond Money Investment
City Accountant Robertson asked the committee how they wanted the money being
reserved for Demolition and/or Asbestos Removal to be invested. We have to make
sure we don't violate the I.R.S. Arbitrage rules.
The committee consensus was for Robertson to do what she can within the I.R.S.
rules.
