04-03-89 Finance Comm MinutesFINANCE/PE:RSONNEL & POLICY/INS'URANCE 8:15 Pri APRIL 3, 1989 The meeting was attended by Councilmen Atkinson (Chairman), Saverud and Hopkins. Councilman Nystul arrived at 8:50 am. Building Official Kerzman, Accountant Robertson, Redevelopment Coordinator Plambeck and Clerk/Treasurer Halver also �- attended. 1 Request for Additional Building Inspector Building Official Kerzman reported that the Building Department needs another Building Inspector. He reviewed statistics and history of the department to explain this need. He would like to start someone May 15. He doesn't have funds in the salary budget but the consultant budget could be used. He preferred a full-time employee but if that is impossible he needs someone for at least 6 months. Councilman Saverud wondered if we can find a qualified seasonal employee. Kerzman wasn't sure. Kerzman reported he is using the 1982 building codes fee schedule and the 1985 rates are higher. But he didn't feel the city should adopt the higher fees if services given the permit purchasers are not increased. He said a lot of the department's work involves zoning work for which no fees are charged. The department shouldn't be using building permit fees for funding zoning work. Saverud would like to continue investigating the possibility of working out something out with the Fire Department. Kerzman said he had discussed this with Chief Waggener but they haven't detenrdned how this could be done to the benefit of either department. Councilman Hopkins said he appreciated the need but he was concerned about hiring an employee that might not be funded in next year's budget. He suggested the Building Department hire a consultant with that budget for the time being. Kerzman responded that every year he runs into this problem because he needs t(% hire someone now for the constructionseason but next year's budget is not determined until later. If he has to wait for the budget, authority is too late to handle most of the need. Saverud agreed that a part timer be hired until the budget can be considered. He also suggested effort to try to utilize firefighters. Councilman Atkinson agreed the council wants to look at a cooperative agreement with the fire department before another enpployee is hired. 2. Police Pdegotiations The committee agreed to request the full council to act upon this in a closed session for negotiation strategy. 3. Mayor and Judge Salaries The ccranittee continued this discussion to the next meeting. Chairman Atkinson will talk to Judge Willis. 4. Measles Bill Clerk/Treasurer Halver reported the Health Department has asked when we are going to pay our portion of the Measles Emergency Costs. Halver said the emergency - 1 - 8:15 A1v9 APRIL 3, 1989 budget procedure calls for the payment to be made out of the next year's budget. He said we could possibly pay it near the end of this fiscal year if there is any budget available. At this time there isn't any apparent surplus available. '4- The c(x[rittee agreed to monitor the budget and pay the bill when we can. 5. Payroll Cost Allocation Councilman Nystul suggested the committee look at payroll expenditures since they presently are not monitoring the payroll expenses to see how this part of the budget is being allocated. Thcyagreed to look at one month's timesheets and payroll allocation at the May 15 committee meeting. 6. 4 - 10's Report Councilman Savcrud said he had not been able to look into his concerns regarding the Ci.ty's use of 4-10's work schedules. He wasn't objecting specifically to the Clerk/Treasurer's office use. He is still looking for scue information he has stored somewhere. Councilman Atkinson said he didn't have any problem with allowing the Clerk's Staff request. Saverud requested this authorization be addressed in the next union contract negotiation. He says he has reservations about general use of 4 - 10's but wouldn't oppose this request. Councilman Nystul said he is not convinced the 4 - 10's in the Clerk's Office is necessarily beneficial to the city. The ccnrcittee agreed to authorize the use of four - tens as. the Mayor sees fit. 7. Salary Matrix Clerk/Treasurer Halves presented the Ccnmittee with a draft of proposed comp time rules. The committee merciDers will review it and consider it at the next meeting. 8. ReMax Parking Lot Status The committee decided to request a report frcra City Attorney Neier at the next conmii ttee meeting. 9. Business Licenses The ccumzittee also decided to request a report from City Attorney Neier on the status of this at the next committee meeting. 10. Approve Claims Committee meribers Atkinson, Saverud and 1,Iystul reviewed the claims during the course of the meetincr. The meeting was adjourned at 9.25 an. 0 - 2 -
