05-15-89 Finance Comm MinutesFINANCE/PERSONNEL & POLICY/INSURANCE 8:15 AM MAY 15, 1989 • The meeting was attended by Mayor Kennedy, Councilmen Atkinson (Chairman), Nystul, Saverud and Hopkins. Also attending were Don Halver, Susan Moyer and Mike Baker. 1. July 3, 1989 Meeting Date Clerk/Treasurer Halver asked if the council might want to change the July 3, 1989 meeting date to July 5, 1989 so council members and others who want can take a 4 day weekend. Councilman Hopkins moved reccuu ending the Monday July 3, 1989 Council Meeting be rescheduled to Wednesday July 5, 1989. Councilman Nystul seconded and the motion carried. Chairman Atkinson declared the Finance Committee meeting would also be rescheduled to July 5. 2. BARS Workshop Clerk/Treasurer Halver reminded the committee members they are invited to the Budgetary Accounting and Legislative review seminar to be held at Columbia Falls City Hall, May 23, 1989 at 8:45 am. 3. Property Insurance Halver reported the Montana Municipal Insurance Authority is considering offering property insurance to its members. He is attending a board meeting on May 19 and report further information at the next committee meeting. 4. ReMax Parking Lot Status There was no progress to report. Today was the deadline for a response from the property owners. 5. Emergency Budget - City Judge Halver reported the City Judge's Budget will be overdrawn by the end of the fiscal year and he requested the paperwork be started to approve the emergency budget. Halver explained the budget is overdrawn because of higher than anticipated Trial and Public Defender costs. Councilman Nystul moved to reconmend the City Attorney be authorized to prepare the necessary papers and public hearings. Councilman Hopkins seconded and the motion carried. 6. COMNIIT'TEE PROJECTS: Payroll Cost Allocation Interested Committee Members will review the time sheets and payroll cost allocation records after the formal meeting is adjourned. CcmTunity Developu ent Staff Salary Request Susan Moyer presented the additional background data requested by the committee at the previous meeting. It contained budget and salary comparisons for some other Montana Cities. Councilman Hopkins felt this request should be considered only within a review of all positions within the matrix, hopefully before budget time. - 1 - r FINANCE/PERSONNEL & POLICY/INSURANCE 8:15 AM MAY 15, 1989 Councilman Saverud said he assumed this was our intent. Councilman Nystul asked Halver to see if we can review Flathead County's Classification Survey and Plan. Nystul also stated the Community Development review be done in conjunction with a review of the whole plan. Councilman Atkinson agreed. The committee agreed to request Mayor Kennedy present his recomrendations for raises and adjustments to the committee by the June 5, 1989 committee meeting. Salary Matrix - Compensatory Time Policy The committee reviewed the written recommendations from City Attorney Neier and Clerk/Treasurer Halver. Councilman Hopkins said the committee needs to define a policy and establish who is subject to that policy. Councilman Atkinson suggested a comp time policy be adopted based upon the six points in the City Attorney's memo. He thought it should apply to the entire non -union staff. Councilman Nystul felt the employees required to be given overtime or comp time be paid overtime for any extra hours worked. Councilman Saverud hoped we could write a policy that's simple and fair and wouldn't create a large accumulation of reimbursement costs against anyone's budget. No conclusions were reached. Chairman Atkinson requested the discussion be continued at the next meeting. Nystul requested the committee manbers talk to the staff members to get their viewpoints. Police Negotiations Mayor Kennedy said the committee needs to decide the parameters to be presented to the negotiator. Kennedy will prepare his recommendations and then bring them to the committee. Adjourn and approve claims. The meeting was adjourned at 9:35 am. The committee finished reviewing claims, Councilman Nystul and Clerk/Treasurer Halver reviewed payroll information. - 2 -
