• The meeting was attended by Councilmen Nystul (Vice Chairman) and Hopkins, City
Staff Members Hanmer, Brady, Van Dyke, Zavodny, Plambeck, Kerzman, Baker,
Robertson, Neier and Halver
1. City Accountant's Reports
S.I.D. Bonds
City Accountant Robertson said by the City purchasing the Buffalo Head Townhouses

ots, we have $53,000 in the S.I.D. 328 accounts. She requested the honey be used
to call the delinquent bonds and the committee members agreed.
Budget Transfer Resolution - Tax Increment
Budget Ameridments, Capital Equipment, 88 S & C, 89 S & C
Amy explained these are housekeeping resolutions which need to be presented to the
council for passage.
The committee agreed to recoranend passage.
2. M.M.I.A. Board Meeting
Clerk/Treasurer Halver reported the Insurance Authority would not be able to offer
Property and Casualty coverage this year. They also haven't been able to provide a
group rate for Health Insurance.
At the end of the meeting the comment was made that the Authority would not cover
• skate boarding activities or facilities. Mike Baker will work with Halver to
present better information to the Authority to try to change this policy.
3. ReMax Parking Lot
Public Works Director denied the allegations contained in the Attorney's letter
and the newspaper article. He also said he got signed releases from the property
owners before the fill was donated.
City Attorney Neier says we will apparently have to litigate to get this solved.
we have barricaded the planter to protect us from the safety problems.
The Public Works Staff said the city's only involvement was donating the fill.
The property owners hired people to haul and place the fill.
Councilman Hopkins moved the committee recommend the Council reaffirm their
support for whatever action the City Attorney needs to take to protect the
City's interest. Councilman Nystul agreed.
4. Emergency Budget Resolution - City Judge
The Committee agreed to recommend passage of the resolution declaring an emergency
in the City Judge's budget and setting a public hearing date.

5. A-1 Paving Purchases
Councilman Nystul said we have purchased Hot Mix in excess of the $10,000 limit
for bidding and the contact with A-1 for Hot Mix was for the 88 season.
The Hot Mix was purchased at last year's bid price.
The committee concluded all we can do is admit we made a mistake and don't do it
again.
6. City/County Health Budget
Councilman Hopkins said there is a meeting of the Health Board, Commissioners and
Council this afternoon. at 1:30 to review the Health Department Budget.
7. Approve Claims
Councilman Nystul adjourned the formal meeting and he and Councilman Hopkins
reviewed claims.
