. The meeting was attended by Councilmen Atkinson, (Chairman), Saverud, Nystul and
Hopkins and Clerk/Treasurer Halver.
1. 89-90 Staff Salaries
Committee Chaim Atkinson will consult with Mayor Kennedy to see what his
recommendations or intentions are.
Councilman Nystul „requested the committee take action on the non -union salaries at
the July 5, or 17, 1989 committee meeting so the raises can be included in the
July checks.
2. Compensatory Time Policy
Councilman Nystul suggested we have three catagories of enployees in the non -union
group. The management staff, those reporting directly to the Mayor, is not tied
to a 40 hour week. (C.D. Dir., P.W. Dir., Chiefs, Asst. Chiefs, C. Atty., C./T.,
Bldg. Off., Parks Dir.)
The Secretaries, Nystul suggested, should be paid overtime rather than ccnp time.
The middle group, the superintendents and other professional staffers, are the
group to be considered for a cwrp time policy. (Police Lt., S. & W. Supt., Street
Supt., Acct., Surveyor, Asst. W. & S. Supt., C.D. Program Mgrs., Deputy Clerk)
It was explained the middle group, by Federal Law, must be given time and one half
corpensaticn for any hours per week over 40, the question is if the city wants to
• authorize ccurpensatory time instead of overtime pay.
Councilman Saverud suggested any eaployee qualifying for comp time under this
proposed policy who has past accumulation of comp time not on the computer be
required to report the balance immediately or lose it.
The caruittee would be asking the council to approve the comp time concept with
the City Attorney to write a resolution if the council approves.
3. Business Licenses
Committee Chairman Atkinson will talk to City Attorney Neier to see if we can work
an something July 5, 1989
4. Curb & Gutter Financing
Councilman Nystul requested the committee recommend the city adopt a policy of not
financing Sidewalk & Curb Construction by anyone other than the City's Sidewalk &
Curb Contractor.
Councilman Nystul so roved, Councilman Saverud seconded and the motion carried.

• 5. Professional Services Selection Committee
Councilman Nystul recommended, in selecting contractors for professional services,
the selectiod group include a member of the appropriate Council Committee.
Nystul moved the committee reco mend the council approve and authorize the City
Attorney to draft the appropriate resolution. Councilman Saverud seconded.
6. Approve Claims
Councilman Atkinson adjourned the formal meeting at 9:03 am., and the committee
reviewed claims.
