10-02-89 Finance Comm MinutesFIITANCE/PERSONNEL & POLICY/INSURANCE 8:15 AM OCTOBER 2, 1989 The meeting was attended by Councilmen Atkinson (chairman), Hopkins, Nystul and Saverud. Mayor Kennedy and City Attorney Neier came in later. 1. Salary Matrix Narative The committee is waiting to hear from City Attorney Neier and continue with the narrative preparation. Neier said he would bring it to the next committee meeting. 2. City Judge Salary After discussion, the committee decided they wanted a council workshop. It will be held following tonight's council meeting. 3. City Manager Ballot Issue Notice The notice has been prepared by City Attorney Mier and doesn't require council action. 4. ReMax Parking Lot Councilman Nystul moved, subject to obtaining a release from the owners, the City Parks Department be directed to remove the brick and replace it with sand or other suitable safety materials until the litigation is settled. Councilman Hopkins seconded and the motion carried. 5. Police Association Step Increase The committee agreed with Negotiator Klepper that the step increase should be granted. It will be included in the consideration of new money in the future settlement. Also it does not affect the base in the contract. The committee agreed it is an administrative act and doesn't require the vote of the full council. 6. Response to K.P.A. Councilman Hopkins presented a response to the allegations made during the K.P.A. press conference and requested the committee and council consider supporting his statements. The committee decided the City's Negotiator should respond to the Police allegations. 7. Approve Claims The committee reviewed claims and recommended all but the Antique Street Lamps, Inc., and Pickseed claims for payment. 40 - 1
