The meeting was attended 'by Councilmen Nystul (chairman), Saverud, Schindler,
Hopkins and Atkinson and clerk/Treasurer Halver. Later Councilman Furlong
participated.
1. Salary Matrix
Councilman Hopkins said he preferred a matrix over a narrative.
Councilman Schindler said he spoke to some employees who preferred merit raises
over a matrix.
Councilman Atkinson said a matrix was important for budgeting.
councilman Nystul said it is inw Cant to have a matrix to naintain a pay
difference between management and labor and we need a plan for setting salaries
for new employees.
Councilman Saverud felt we should have the latitude to redefine job descriptions
when we have an opening.
Nystul said he would put together another proposal with an attmpt to logically
group salaries for similar duties with consideration given for years in the
position. He will retype the narrative based upon the discussion frcan the last
meeting.
The committee discussed the number of years to put in the plan. They concluded
five steps should be the mininnnn. Nystul will look at several possible tables.
Hopkins said if existing employees are put at step 4 or 5 it would be quite
discouraging to them.
Nystul said other fringe benefits should be considered. Sore drive city vehicles
and these benefits vary.
Councilman Saverud requested sane other name be given to the plan because not all
of the employees are management. It was agreed the plan would be for "Non -Union
Employees".
