• The meeting was attended by Mayor Kennedy, Councilmen Nystul, Saveruc� Schindler
and Hopkins, Clerk/Treasurer Halver, Ross Plambeck and Craig KermTan..
1. Police Department Positions
Safety Committee Chairman Schindler asked if the Personnel & Policy ConQnittee
agreed with the promotion of Sergeant Young to Police Lieutenant. The committee
was in general agreement.
Counci-lmaii Nystul asked if we needed all the sergeant positions. The committee
agreed to the promotion of Jim Brawn to Sergeant.
2. Salary INratrix
Councilman Nystul reported he didn't have it done yet. The draft will. go to the
Finance Comnittee and then to a council workshop.
The committee discussed some philosophies and agreed there should be a limit to
the number of steps. The council is not interested in a longevity provision.
They want the raises to be based upon performance.
3. Waterand/or Sever Superintendent
Committee Chairman Nystul said he had contacted Councilmen Saverud and Hopkins and
they had agreed to advertise the position at $22,000 to $25,000 per year.
4. Sinking Planter
Foss Plambeck reported there was a meeting last Thursday. They are leaning toward
• placing metal beams under the planter, lift it up and drive pilings to support the
metal hangers. The estimated cost is about $10,000.
5. Travel Policy
Committee Chairman Nystul reported he and Councilman Schindler had noticed, in
reviewing claims, some travel reimbursement claims that were for more than allowed
by City Policy. The committee asked Clerk/Treasurer Halver to draft, or find, a
better policy. Halver asked if they wanted to include a suggestion to use
city vehicles.
6. City Shop Foreman
Nystul said he has talked to Street Superintendent Brady and he agrees that the
shop needs a foreman. The conn,ittee agreed.
7. 4 - 10's Work Schedule
Councilman Saverud asked where the 4-10's schedules were being used and by what.
authority. Clerk/Treasurer Halver and Mayor Kennedy reported the Clerk's office
and the Street Department use it in the summer and the Police and Fire Chiefs and
Assistants use it year around.
Councilman Nystul asked if it was an advantage for the City to have the clerical
staff, for example on.4-10's. Halver said it was because it provided some time to
work when there are no phone or customer irter:Tuptions. Also on Mondays and
Fridays there are fewer people using the computer and long involved reports can
more easily be run.

• Councilman Saverud asked if productivity was up and Halver said he was felt it
was. The committee asked why we shouldn't do it year around then. Halver said
his staff wasn't interested in doing it in the winter.
The committee asked for a report and evaluation from Mayor Kennedy or the
Clerk/Treasurer before it is started again next May.
8. City Support for Alarms for Life
Councilman Saverud reported he had received a request from B. J. Lupton of Alaime
for Life, asking for a resolution of support from the city. The conmittee agreed
to present such a resolution to the council tonight.
9. Health Insurance Report
Halver reported another agent who had requested permission to bid our insurance
cannot find anyone who will take us because of one of the our existing cases.
Falver said he had attended a presentation from the Business and Health Alliance
of America which is supposed to help small businesses and small communities put
together a health insurance programs. Nalver will see what develops.
The co Littee asked Halver to see what Flathead County does.
10. Business Licenses
Councilman Nystul asked all committee members to review the draft and asked how
they want to proceed.
Mayor Kennedy reported Ken Weaver was willing to coue up and present a workshop
and discuss both the Business Licenses and Administrator possibilities.
Councilman Schindler didn't like the going out of business fee proposed.
The committee concurred with the Mayor's recommendation, provided Weaver's fees
be cleared beforehand. The commttee wants City Attorney Neier's review of the
proposed licenses before Weaver comes.
11. Tax Error
Clerk/Treasurer Halver explained the lowest of the four rates for Storm Sewer
Assessments was entered on the County Computer incorrectly. Corrections have been
made and nailed by the Assessor's Office and the City paid for the postage. It
will cost the city about $75.00.
The meeting adjourned at 9:30 and the committee reviewed claims.
