• Councilman Dystul called the meeting to order with committee members Saverud
and Robinson attending. Committee number Schindler was absent.
Clerk/Treasurer Nalver, Acting Building Official Ker2mian, Building Inspector
Elkins and City Judge Willis also attended.
1. Building Department Computer
The ccrcmittee con tirued, from the previous meeting, the discussion of the
Building Department CoTputer proposal.
Elkins reported the software is being developed by Joel Bonda, who has
developed the software for the Police Department. He was asked who owns the
Source Codes. fie will check :into it..
Councilwoman Robinson suggested they consider a newer model printer.
Corrmittee.Chairnan Nystul recommended the committee approve a transfer of
$8,400.00 from Building Department Salaries to Capital Outlay and place this
recommendation on t1je Council Agenda for the April 4, 1988 meeting.
Councilman Saverud so noved, Robinson seconded and the notion carried.
2. Judge's Salary and Staffing
Judge Willis would like to be considered for a pay raise. She has not
received any adjustment since July 1986.
She briefly reviewed the history of the office for the past few years.
• Willis reported the average city judge's salary for Nlantana's eight largest
cities is $23,000. She said she is not asking for a large increase, she just
grants to be remembered.

She also asked the council consider making her secretary full time. Ticket
volume has doubled over the past few months. She also provided a ccuparison
between her office and the county justice courts. They are paid $23,379 and
have two clerks each. She is doing almost as much volume with a half-time
clerk.
The change of volume is directly related to the Police Department working
harder under the new administ.rati.on. She also said there are fewer errors
requiring dismissals.
Councilman Saverud asked if a computer system would help her. She said it
would, it should be tied into the Police Department System.
Councilmen Saverud and Nystul asked if she would be satisfied with getting
the salary adjustment on July 1 and she said she was easy to get along wi.tl?.
She would like the increased clerk's time new if at all possible.
Saverud asked her to provide a written outline of the salary couparison

Mayor Kennedy said the Judge's office is really running su oothly and she said
• she now has a secretary she can trust and this makes a big difference.
Chairman Nystul asked Judge Willis to prepare a one page: fact sheet and bring
it to the next Finance Comm_itte:e meeting.
3. Pending Committee Projects,
Clerk/Treasurer Halver reviewed the pending projects.
A. Business Licenses
Halver reported there was a session on business licenses at the Clerk's
Institute. He learned that business licenses cannot be used as a new source
of revenue, they must be used to assess for costs associated with the
protection and inspection of businesses.
The presentation was provided by a graduate student and Halves thought we
might be able to get him to present a day or two workshop for us. The
committee asked Halver to look into this.
Councilman Saverud askedfor going out of business licenses to be included.
B. Central Supply Policy
Halves reviewed his recommendations for the new members of the Finance
Committee and the committee agreed they be pursued.
C. City Vehicle Use Policy
• Councilman ldystul said the city needs a policy. Employees commuting in city
vehicles are receiving a taxable fringe benefit which must show up on the
W-2's. The city needs to determine how the benefit is to be calculated and
the employees need to be advised of this taxable obligation. The committee
will work on this.

Will be discussed at a future meeting.
E. Committee signing of claims.
The chairman will review all claims, the other members will take turns.
F. Pernanent Meeting Time
The committee decided on Mondays of Council Meetings at 4:00.
The meeting adjourned at 5:25 and the men-Y,ers continued to review claims.
