05-19-87 Finance Comm MinutesParks & Finance May 19, 1987 Parks Committee Chairman Manning called the meeting to order at 4:00 pm. • Committee Members Nystul, Ruiz and Saverud attended along with Parks Superintendent Drent, Clerk/Treasurer Halver, Dennis Carver and Bud Anderson. I. Review of Griffin Field Improvement Bids. Dennis Carver reviewed the bid list and compared them to the estimate sheet. 1. The drain tile bid was about $800.00 over estimate. 2. Field Preparation. He explained how this work would be done. The cost of bonds, insurance and other bidding costs were included in this line. 3. The sprinkler system presented some problems because the water pressure is low and inconsistent. A booster pump had to be included in the specs and this added three to five thousand dollars to the cost. There was quite a bit of discussion as to whether other designs or volunteer labor could reduce the cost of the sprinkler system. It was finally concluded the specified system should be used. 4. There wasn't much of anything that could be changed about the fencing. 5. The sod came in as estimated. After lengthy discussion it was concluded this also should be handled as specified and bid. Dennis Carver summarized by saying we may be able to negotiate and save some money in the rolling and tilling and the watering required in site • preparation. It may also be possible to do some negotiating with the Sprinkler Subcontractor. Carver explained what is planned for Phase Two. This will include the lighting, bleachers, concession stand, restrooms, dugouts and storage. Bud Anderson said the bleachers could be left out and built by the Lakers if necessary. AWARD BID Councilman Ruiz moved to award the bid to Sandon Construction who was the low bidder at $98,834.35 and to work on any contingencies that may reduce the price. Councilman Saverud seconded. Dennis Carver said he would try to initiate a change order right away. Councilman Ruiz said he didn't think we could cut corners on the first phase. Phase II Dennis Carver said we should separate the bids on Phase II with the lighting as one bid and the rest on another Ken Hanover said we should talk to P.P. & L. He has talked to them and we can probably get the poles and maybe ever. the lights through them. It was agreed that Phase II should be bid as two schedules; 1. Lighting and 2. Lift Station, Dugouts, Bleachers, Concessions and Restroom with deduct alternates for the bleachers and dugouts. This was approved by concensus. III. Hockaday Remodeling Councilman Saverud reported the Hockaday Building Committee is meeting with the Architect tomorrow so they are not ready to act on the bids yet. •
