03-02-87 Finance Comm MinutesFinance & Administration./ Water & Sewer March 2, 1987 The meeting was called to order at 4:00 pm. by Finance Chairman Palmer. • Also attending were Water & Sewer Chairman Nystul and Councilwoman Hafferman. Jim Lekander of Bikology was attending on behalf of the Chamber of Commerce. Others attending included Mayor Kennedy, D.P.W. Hammmer, C/T Halver, Andy Hyde, Sandy Fellows and Jay Billmayer. I. Finance & Administration 1. Business Licenses Clerk/Treasurer Halver reviewed the proposal for a general license fee of $25.00. The committee agreed to recommend to the council that the city consider a general business license. Jim Lekander said he personally would like something done about the itinerant vendor and Paul Palmer agreed. Lekander also asked if the requirement for bonding would be changed and Councilman Nystul said it would. Councilman Nystul explained the benefits of a general business license to the Fire, Police and Building Departments. Councilwoman Hafferman said the Fire Department already has all the records that are needed and was against another license for the businessmen to have to buy. 2. Airport Liability Insurance Halver reported he had checked on the Airport Insurance billed to the City • and had been able to get the City covered as an additional insured on the Association Policy. Palmer asked if anything had been done on the other joint coverage agencies. Halver said he had not had looked at them yet. 3. Contractors Liability Insurance Halver reported that Contractors who have street opening permits are required to have $500,000 liability for their permit. This coverage only needs to be increased to $1,000,000 if they contract to do work for the City. II. Sewer & Water 1. Sandy Fellows Sewer Hook-up Fee. Chairman Nystul reported Sandy Fellows was here to request that the Sewer Hook-up Fees in effect when she first approached the city be charged now. Andy Hyde reported on the history of the efforts to get Woodland Trailer Court hooked up to City Sewer Service. The delays have been at the request of the City. The Sewer hook-up fee was changed during the July 1986 rate increase and would increase her cost from $5,125.00 to $16,000.00. D.P.W. Hammer recommended the old rate be authorized and agreed the delays were at the City's request. The committee agreed to recommend tonight to the council that the 1984 rate of $5,125.00 be allowed. is2. Southwest Area Facility Plan Chairman Nystul reported we needed to move now to get this project going and should call for an. R.F.Q. for engineering services for the Facility Plan. - 1 - Finance & Administration / Water & Sewer March 2, 1987 Andy Hyde requested the R.F.Q. be expanded to cover steps 1, 2 and 3 of the project. Councilman Nystul explained the project to Councilwoman Hafferman. She discussed the prior history of attempts to get this project going in that neighborhood and spoke against any use of federal grants to fund the work for this neighborhood. Andy Hyde reported we would receive a lump sum reimbursement if we received an E.P.A. Grant. 3. Bid on Water Line to Scotty's Bar Councilman Nystul and Andy Hyde reported we are being required by the Highway Department to bore under Highway 93 rather than dig a trench through the highway to provide the new water line to Scotty's Bar. Jay Billmayer reported that once the line is bored and casing installed, the line would be safer to repair. We need to call for the bids because of the specialized nature of the work. The committee agreed to ask the council to authorize the call for bids to do the boring work. 4. First Alley West Ken Hammer reported we are now considering installing a line at a depth less than the existing sewer line. This shallower depth would require some . business to use lift stations to get sewer services from their basements to the service lines. is Jay Billmayer reported many of the business buildings are on rock foundations which would probably crumble and collapse if we went down to the old level to install the new sewer lines. He said some of the merchants are considering replumbing to eliminate the lift station needs and would like some cooperation from the city. Hammer would like to have a meeting with the business owners to discuss the options. The committee asked the mayor to direct the City Attorney to respond to the legal questions regarding this project. 5. Greenacres West Andy Hyde reported Dean Marquardt has paid the balance due on the Greenacres West Sewer Service. - 2 -
