Chairman Palmer called the meeting to order at 4:00 pm. Also attending were
Councilmen Ruiz and Nystul and Clerk/Treasurer Halver. Mayor Kennedy and Bob Ehlers
of Kirchner Moore and Co., arrived later.
1. Approve Claims
The Committee members reviewed the claims to be paid while conducting the other
business of the meeting.
2. Business Licenses
Councilman Nystul reviewed the status of the business license fees proposed by the
administration.
Councilman Ruiz felt the $25.00 fee was reasonable but the council didn't seem to
want to take a vote on it.
Chairman Palmer asked how we intended to license business buildings with several
offices in them. Clerk Halver said his intention was to license each business having
a separate phone number or identity. He didn't think we could license other tax
supported governmental agencies.
The committee requested Clerk Halver to draft a definition of the businesses to be
licensed and also give the full council copies of what other cities are doing. He
was also asked to make a recommendation on Itinerant,Vendor licensing.
Chairman Palmer suggested we get input from the Chamber of Commerce. The committee
requested Don's recommendations be reviewed at the March 2, 1987 Committee meeting
and have Nick Haren attend to give the Chamber's input.
• 3. Capital Improvement Program
Clerk Halver reported we should start planning for this if we want to use the fund
next fiscal year. We have to name the projects that are to be funded by this
program.

The committee decided they were in favor of a Capital Improvement Program and asked
the Clerk to have each department determine what their needs are and report them to
him so the committee can determine if we want the program.
4. Noon Meal Reimbursement
Councilman Nystul reported the Noon Meals paid to the Ambulance attendants and others
who are out of town for lunch only are not in travel status and the meal
reimbursement should be reported on their W-21s.
5. Debt Refinancing
Bob Ehlers asked permission to do a review of the City's existing Bonded Debt and
report on the feasibility for refinancing some of our existing debt. The report
would be developed at no cost with the hope that his firm would be hired as the Bond
Counsel if and when the City refinances any of the issues. He went on to explain
Bond Refinancing.
The committee agreed to authorize his firm, Kirchner Moore & Co., to prepare the
review.
