06-11-86 Finance Comm MinutesFinance and Administration June 11, 1986 This meeting was called to order by Chairman Palmer at 12:00 noon with Mayor Kennedy, Councilman Nystul, Clerk/Treasurer Halver and Roger Hopkins attending. 40 1. Budget progress. Chairman Palmer stated the Mayor and Department Heads should be proposing the budget and the council would review and approve it. The Mayor and Committee members discussed who should be doing what on budget preparation. It was concluded the mayor and department heads should develop the budget requests and present the programs to the council for approval. Councilman Nystul requested the budgeting process include long range planning. He also stated the budgeting process should include written narratives on the programs requested. He further stated the private sector in the valley has had to cut back and yet the city has not made any wage cut backs. Mayor Kennedy asked the council members to write suggestions to him but Councilman Palmer felt the ideas should come from the Mayor and department heads. Nystul and Palmer both requested the budget reflect some innovation and planning in the budget process. They did not expect to achieve an across the board 5% out, but they expected to see some effort at evaluating the existing programs. The committee requested the Mayor and Clerk/Treasurer continue to prepare the budget and report back to the committee in a week. 2. Transfer Resolutions • Clerk/Treasurer Halver presented three proposed transfer resolutions to the committee. The transfers will close inactive funds. The committee approved the transfers and will recommend the same to the council. • 3. Bidding Procedure Councilman Nystul reported he did not agree with the conclusion that excavation and hauling dirt are properly separate segments of a street project. The committee will recommend to the council that street reconstruction projects be considered a unit and bids be called for if the cost will exceed $10,000.00. 4. Business Licenses Councilman Nystul recommended the business license fees and revenue be reviewed and recommendations be made on licenses which should be increased or eliminated. Councilman Nystul suggested we eliminate alarm monitoring and the token charges for false alarms. Councilman Palmer suggested the car unlocking service be discontinued. - 1 -
