Chairmen Palmer and Ruiz present. Mayor Kennedy, DPW Hammer, Errol
Goulet of HCL Equipment and Roger Hopkins of the Daily Inter Lake also in
attendance.
HOT MIX BID - The Committee approved awarding the bid to Pack and Company,
the lowest bidder.
REFUSE CONTAINER BID - DPW Hammer recommended accepting the HCL bid even
though it was approximately $4,000 higher than the low bidder, Turn -Key. He
felt this was in the best interests of the City and cited the fact that the
entire lid on the Turn -Key container opened fully and would create problems
with over -filling and the tops not being closed, which would also lead to the
dog problems the containers are meant to correct. It was also felt that the
known quality of the HCL product and the fact that HCL is a Montana Company
should be considered. The Committee approved awarding the bid to HCL of Great
Falls. C. Palmer indicated that the accountant needed an effective date for
the lease program and Mr. Goulet said the first containers would be delivered
in 45 days with the remainder within 60 days if he received a purchase order
immediately. (He was given one after the close of the meeting.) _
CURB AND SIDEWALK BID, PHASE I - The Committee approved awarding the bid
to Marriot Concrete, the low bidder.
AGGREGATE BID - DPW Hammer requested that he be allowed to review these
bids closer. The bid from Pack and Company is lower on pit run but higher
on the other two items, which the City would use more of. The contingency
added to the bid was also of some concern.
FRONT END LOADER BIDS - DPW Hammer felt it would be in the best interest
of the City to take some additional time and get both pieces of equipment together
so that a comparison could be made before making a decision. The Committee
felt this was a good idea. C. Palmer asked that verification of Long Machinery's
trade-in offer be obtained.
RETURN OF BID BONDS - C. Palmer moved and C. Ruiz seconded and the motion
passed that the bid bonds for those companies not selected be returned. Aggregate
bid bonds and the front end loader bid bonds, excluding Modern Machinery of
Missoula, will be kept until a decision is reached.
There was a short discussion of the use of pit run from the Lawrence Park
site and other possible sites.
(The question of quorum was settled because C. Palmer and C. Ruiz are both
members of Finance as well as Public Works, making two members of each committee
present.)
