02-03-86 Finance Comm MinutesFINANCE. & ADMINISTRATION February 3, 1986
In attendance: Chairman Palmer, Council Members Nystul and Ruiz, Mayor
Kennedy, Clerk/Treasurer Halver. 4:00 pm.
1. The committee members reviewed and signed the claims.
2. Councilman Nystul asked about a review of our City Codes done about three
years ago and asked if the codes had ever been updated as per the
recommendations of this review. Halver will check with the City Attorney.
3. Councilman Ruiz asked if former councilmembers can continue their
insurance coverage. No answer was reached.
4. D.P.W. Hammer came into the meeting and explained his reasons for not
signing the P. P. & L. claim for relocating the lights on the south side of
Center Street West. He said he didn't agree with taking the 1.5 feet needed
for the street widening from the south side. It was done because the Mall
said they couldn't give up any of their land.
The committee decided that, since Mayor McDowell had approved the work, it
was an obligation of the city and the claim had to be approved.
5. The committee requested that no further projects relating to the mall be
started without council approval. They specifically requested that no
traffic light work for the "Cavanaugh" light be done without council
approval.
•6. The committee recommended the Mayor and Clerk work with department heads
on preparing preliminary budgets and do some initial screening before
presenting the budget requests to the council.
