STREET & ALLEY/FINANCE COMMITTEES
The combined committees met in the Conference Room for the purpose of going over the bids
submitted on the side arm loader. Present were S&A Chairman Palmer, CMember Nystul,
6finance Chairman Ruiz, Councilmen Manning and Springer, DPW Hammer, Roger Hopkins, DIL, Dave
Gars, TriCo Equipment, and Errol Goulet and Roger Jarvis, HLC, Great Falls.

DPW Hammer announced that of the 3 bids, Emco was high bidder at $219,970.88. TriCo will
be supplying part of the package on HCL's bid: $199,443 for White/Heil--$189,987 for
IH/Heil chassis. Widjac submitted 3 bids, the low is $177,911. All bids were package
deals which included chassis, truck and containers. He reports $4,800 difference between
HCL, located at Great Falls and Widjac, a Washington state firm. Hammer stated that he
was not prepared to make a recommendation at this meeting. Comparison sheets are being
prepared.
Discussion followed on chassis differences, training and implementation of the side arm
system, advantages of the universal arm being developed for containers by Heil, services
warranties, radios and general comparison of systems.
C.Nystul presented copies of a Garbage Fund work sheet which was prepared by F.D. Swanson.
Finances were discusssed: working on a $200,000.00 figure for the loader, it was agreed
that we could pay $150,000 and defer the balance until next fiscal year. He stated that
there is about $189,000 budgeted for capital outlay, with projected revenues, could be
$26,000 short at the end of fiscal year, have $160,000 currently to make acquisition.
The system will be initiated at the west side of town. Errol Goulet discusssed container
assembly and described acquainting residents with the system. Containers were said to be
virtually indestructible. In some instances, there may be a need for smaller containers.
DPW Hammer will get his summary to the committee. Bidders will be notified of the next
meeting should they wish to attend.
Nystul recommend that a job description be designed by DPW Hammer for the operator; he
Stated that a qualified person is needed to operate this piece of expensive equipment.
