05-26-83 Finance Comm MinutesFinance Committee Meeting May 26, 1983 The Finance Committee met at 4:10 p.m. in the committee room at city hall. Present were Councilmen Nystul, Ruiz, O'Boyle, City Attorney Neier and Dick Taylor, Lee Tower and Buck Torstenson on behalf of the city airport association. Mr. Torstenson explained that the Western Bonanza convention will be in Kalispell July 1 to 4. They will be bringing in about 100 Bonanza air- planes. Through out the year there are also numerous individuals who also use the airport here for business. Because of this, the facility must f'Q maintained in first class condition. Mr. Tower advised that the airport association's plan is to pave the taxiways that have been reconstructed to date with primarily volunteer labor. They estimate the base in place now at about $80,000 in value. They propose that the city buy the oil through it's account, deliver it to a plant with the low mix and deliver bid. That plant will mix and deliver it to the airport who will use a rented laydown machine and possibly .. a roller from the city and county along with volunteer labor. The cost of this phase to be done by July 1 is about $70,000. Local banks have indicated they are willing to loan the city money for this project. The airport association proposes monthly fees of the Fixed Base Operators of $250 and tiedown fees of $40 to $50/year to finance the project. Neighbor- ing businesses would also be asked to contribute. The committee and the city attorney do not believe the city could call for bids and the other necessary legal requirements by July 1. In addition, there is no certain way to finance the project to obtain the cash for the initial outlay. The committee and the city attorney will further study the project and report back to Lee Tower.
