The Finance Committee met on this date at 4:00 PM in the Committee Room
of City Hall. Present were Chairman Nystul, Councilman Ruiz, Mayor
McDowell and Clerk Giermann,
1. BURSTER. The Clerk reported that the Water Department was welding
a part for the burster. She thought we could get along with it
until a decision was made on a new computer.
2. COMPUTER, The Clerk reported that her office would be starting on
specifications for a new computer system in the near future.
3. TELEPHONE. It was agreed that the Mayor would contact Northwestern
Telephone Systems, Inc. to determine what may be our options on the
telephone system. As soon as the company learns from the PSC and
lets him know, he will advise the committee.
4. HOWARD STOCKWELL. As requested by the committee, the surveyor has
reviewed the lot of Howard Stockwell on Fifth Avenue W. N. He has
been charged for 570 sq. ft. on City Specials for land that is used
as West Colorado Street. Although he has the deed, the space is in
the street. The committee agreed that he should be refunded for the
overcharge for both 1981 and 1982.
S. HENRY & MARY WIERSMA. As requested by the committee, the surveyor
has also reviewed a parcel of land owned by Henry and Mary Wiersma.
It is located across Ashley Creek from the City, As the creek runs
between the property and the City, the committee agreed that the City
Specials should not apply to this property,
6. LUTHERAN HOME GARBAGE. The Clerk asked about charges for the garbage
collection at the Lutheran Home- They require 7 day collection and
must change to a private hauler, The correct procedure is to bill
them for that portion of 1983 for which service was received,
7. SUMMIT RIDGE. When Summit Ridge was annexed to the City, the legal
description and the plat did not agree, fit was the intent of the
Council at that time to not annex a small tract in the northeast part
of the parcel. However, because of the legal description, the County
placed it in the City. Because this error causes problems with the
City Specials and because the City Attorney has drafted a correcting
ordinance. The Annexation Committee will be requested to take action
on this pending item,
8. PHOTO COPIER. The Clerk has solicited proposals from several firms
for a replacement photo copier for City Hall, The City of Missoula
recently went through such a process and came up with some evaluation
sheets. The Clerk will prepare evaluation sheets for the vendors to
fill out so that reasonable comparisons of cost and features may be
made.

9. GARBAGE. The solid waste management policy responses from the various
individuals were copied and distributed. At the next meeting they will
be discussed.
10. The committee will meet again on Tuesday, March 1, at 4:00 P. M. with the
Finance Director and Auditor, relative to Tax Increment Financing.
The meeting adjourned at 5:00 P. M.
