12-06-82 Finance Comm MinutesFINANCE COMMITTEE Meeting 12/6/82 The Finance Committee met at about 3:30 P.M. on December 6, 1982, in the Conference Room of City Hall. Present were Chairman Nystul, Councilmen Ruiz and Saverud and Finance Director Swanson. Jerry Begg, of the South Meadows addition to the City, was present to ask for abatement of the Oil Sprinkling Assessment and Storm Sewer Assessment against his addition to the City. The land is yet undeveloped and has been reclassi- fied as agricultural by the State, Apparently the assessments against the property were abated last year, It was the decision of the Committee to have the City Clerk search the min- utes for a record of the Council's actions The City Attorney will also be asked to search his files for a basis for the abatement. The Committee will meet again when the information has been obtained. The Chairman also mentioned two other property owners who had asked about abatements. One parcel is across Ashley Creek from the City, near Meridian Road. The other parcel is west of Fifth Avenue West North and south of Colorado Street. No action was taken pending reaching conclusions consistent with policy and law. Finance Director Swanson reported the exit conference was held on the City HUD audit. He is also going to inquire of other cities yet about their gar- bage fees and policies. The computer specifications and the photo copier proposals are on the back burner. The Chairman reported a meeting with Stan Pine relative to the proceeds of the S.I.D. bond sale in Buffalo Head Subdivision not being invested. Finance Di- rector Swanson reported this was about the time that he started here and there was no surplus cash investment program, He was asked to furnish the committee the time frame and dollars involved. The Chairman reported that a conversation just prior to the meeting with County Treasurer Bobby Wolf indicated that the assessment for Tax Increment Financing was not being collected this year. Ed Gallagher and the City Attorney will be asked to investigate. The balance of the meeting was spent reviewing claims. Meeting adjourned at approximately 6:00 P, M. Gary . Nystul Chairman GWN/ms
