The City of Kalispell is considering contracting with an accounting
firm for our annual audit. We are interested in your comments why
you do or do not contract with an accounting firm, and why you do or
do not contract with the State.
Your comments would be greatly appreciated, and you may be brief.

FINANCE COMMITTEE MEETING - March 30, 1982
A meeting of the Council Finance Committee was held at 4:00 p.m., March 30,
1982, in the Council meeting room. Those present were Councilmen Nystul,
Ruiz, Saverud, Grainger & Vidal, Mayor McDowell, and Finance Director Swanson.
Marlin Hanson of Northwestern National Life Insurance Co. presented information
on a self-insurance funding program for City health insurance. His company
presently writes the excess coverage for the City of Billings.
In essence, the City creates its own insurance fund and makes payments to
that fund rather than an insurance carrier each month. As claims are incurred,
the employee forwards them to the NWNL office, who pays them. The NWNL office
makes a wire transfer from the City insurance account to their bank account
to roger the transaction.
The purpose of the presentation was to gain information to the Committee
to consider this alternative. A booklet that explains the program was left
with the Committee members.
Mr. Hanson will meet with Bill Swanson to prepare census date to prepare a
proposal. He will get back to us and we will set up another meeting.
The balance of the meeting was spent discussing insurance coverages and
policies in general terms. One present union contract does not allow much
latitude in changing the health insurance coverage, including improving.
Therefore, an item the Council may wish to consider at negotiations is
to improve the contract language for flexibility in health insurance.
The meeting was adjourned at 5:10 p.m.
