Attending: Chairman Noel Furlong, Committee Members Duane Larson and Barbara
Moses, (Jim Atkinson was unable to attend) Susan Moyer and Ross Plambeck of CDD,
and Mayor Roger Hopkins.
TrafHe Studies
BN Property - City Attorney Neier suggested to Ross that this study could wait as there
are no binding commitments at this time. Alter discussing the possibility of Clete Daily
doing a study, the committee decided to wait and put this on the agenda for another
meeting. Ross was asked to contact Clete regarding an east/west traffic flow being
included in his proposal, and if it would be included in the cost proposal of $4200.
Flathead High School Area - Committee discussed Clete Daily's cost proposal of $4946
to do this study and the urgency in getting traffic counts while school 1s still in session.
Ross passed around a copy of the cost proposal breakdown. Motion was made to
recommend to council the awarding of the Flathead High School Parking and Traffic
Circulation Plan to Clete Daily at the cost of $4946 by Duane Larson, seconded by
Barbara Moses, motion carried with three ayes.
Request for Proposals
College Building Appraisals - Ross talked to City Attorney Neier about getting formal
RFP's out. Glen said the city will need formal appraisals done on the properties before
RFP's can be put out for developers to see what the level of interest is ( i.e., land and/or
buildings, then which land and/or buildings). The range in those appraisals will be
somewhere between $4000 and $6000. Roger Jacobson may have done an appraisal for
the college a while back which may be available and could possibly be updated. Ross
was asked to look into possible former appraisals and this will be put on another
agenda at a later date.
Equity Supply Meeting
Susan reported on the meeting she and Noel Furlong had with Nathan Byrd of Equity
Supply. Nathan committed to the fact that he needs to identify the dollar amount of the
project itself, and after explaining to him that it may be possible to put in for a
technical assistance grant, he stated he would rather hold off on that until the project is
farther along. He is willing to put up some of Equity's funds, plus get in touch with some
of the members of the national co-op association to pull together some of their funds.
They discussed cost of relocation (complete or partial) of Equity as well as the
possibility of a land swap. Nathan will have his data together within 30 days.
Car Allowance - Community Development Staff
Susan asked for an agency car for the CDD staff, possibly leased, it would be for use by
the entire staff, including the new agency Director when that position is filled. Staff
members are out in the field alot and for years have used their own vehicles and it is
time there be a vehicle that everyone has equal access to. If the car allowance is
continued, which is hard to monitor and make equitable to everyone, she asked it be
distributed evenly between the Director , Susan and Ross. Chairman Furlong asked
that the staff get cost estimates and put them, along with rational, into the upcoming
budget. Ross currently receives $50 per month car allowance, and until his retirement,
Ed Gallagaher received $70 per month. Committee and Mayor Hopkins unanimously
agreed Susan should receive $50 car allowance for April, May and June.
