Ken Williams, the architect involved in the Police Department rehabilitation project, presented the change
orders incurred todate on the project for the committee's review and approval (see attachment). A motion
was made and carried unanimously that these change orders be presented to the City Council for approval
and payment. The CDD staff was instructed to see that a resolution be prepared to accomplish this at the
next meeting.
Jim Thompson of Architects Design Group was there to review the architectural fee structure for the Fire
Department's catwalk. The Committee unanimously approved the architectural proposal, and when the
bid document is prepared it will be forwarded to council for authorization to go out to bid. Again, the CDD
staff was instructed to write a letter to Architects Design Group accepting their proposal and authorizing
the bid document to be prepared.
Noel Furlong read a letter from Dick Mauer of Valley Bank in which they ask that their request for Tax
Increment Financing assistance be withdrawn. The CDC Chairman asked that the mayor write a letter of
encouragement to Valley Bank to continue their efforts to expand in the downtown area. The City will
certainly review any proposal for assistance they might present in the future as it relates to the overall
goals and priorities of the Tax Increment District.
A draft of a letter to 2nd Avenue West Building Partnership was presented to the Committee for their
information and approval. This letter simply advises the Partnership that that TIF Committee did not
recommend the City accept their proposal for TIF funding, and that the TIF Committee and the City will
certainly review any future development proposal which meets more of the TIF criteria.
Noel Furlong has requested the CDD Staff to review and make suggestions on the TIF Policy that is under
review.
The CDD staff briefly explained the need for citizen participation and public meetings in order to enter
future grant competition. It is intended at this time to hold the first of perhaps four public meeting
sometime in March in order to obtain citizen input on needed activities.
Mayor Hopkins will be sending letters to the KDC Executive Committee and the KDC Tax Increment
Committee informing them that he will act in the capacity of Interim Director of the Community
Development Department.
Mayor Hopkins informed the Committee that he had been contacted yesterday by a gentleman from
Safeway Stores on the availability of Griffin Field. It was briefly discussed that Hawkins and Associates has
the potential of renewing their existing option for ninety days if they so choose and put forth $5,000
earnest money. Safeway apparently is interest in constructing a store without much delay.
As a source of general information, Jim Atkinson apprised the Committee of the serious mold problem at
Hedges school. This condition has affected several students health as well as one of the teachers.
. Noel Furlong announced that there will be a meeting with Tim Larson of the Kalispell Center, one of the
Barbieri's or their representative, the Mayor, Nathan Byrd of Equity Supply, Wayne Saverud, C. Mercord,
ti and Noel will meet Monday, February 12, 1990 to discuss possible future plans for the Equity Supply
property. There is nothing formalized, it's simply a matter of potential future planning.
