ATTENDING: Chairman Wayne Saverud, Councilpersons Noel Furlong & Barbara
Moses, Susan Moyer and Ed Gallagher of Community Development.
Hockaday Improvements
Chairman Saverud explained the plans for the paving, plumbing and finishing of
basement of the Hockaday Center for the Arts. These improvements are a part of the
original plans and the cost of $9,250 came from Ross Construction. The architectural
plans are at no cost. The construction costs coming under $10,000 means the project
need not be put out for competitive bid. After discussion Noel moved to recommend to
Mayor and council to give go-ahead on the project, Barbara seconded, motion passed.
Valley Hank Request
Ed explained that Valley had made an offer on the Third & Main parking lot in Sept. of
$80,000 which the city rejected, but now they have offered $130,000, which is 90% of
appraised value, and would like an answer soon. Wayne stated it should go through the
Tax Increment Committee before going to council floor. Valley's request is for
approximately $254,250 in assistance. A meeting will be set for the TIF committee
before this issue goes to council.
There was discussion of the Griffin Field option which will expire in February. Wayne
also discussed the public works projected three year work plan and Noel suggested the
TIF Committee be invited to sit in on the Public Works meetings. The committee
discussed the possibility of setting up a meeting with School District 45 on the issue of
parking near the High School.
Barbara Moses asked questions about tax increment funds and how requests are
submitted, etc. Ed explained the procedure.
