Attending: CDC Chairman Wayne Saverud, members Noel Furlong and Sandy Schindler.
P & P member Clare Hafferman, City Attorney Glen Neier, Ed Gallagher of COD and
Roger Hopkins of DIL also were present.
Chairman Saverud opened the meeting and stated Committee merber Jim Atkinson was
unable to attend because of a conflict.
Griffin Field Appraisal - C. Saverud stated that there are some developers
interested in Griffin Field and the appraisal was done in 1984, when the Council
established FMV and passed a resolution of intention to sell to the Post Office,
and the aappraisal may need to be updated. Glen Neier said that if offers were
within the appraisal, the resolution could just be amended, give public notice
and have public hearing. He stated that there would have to be a Ordinance
adopted by council to sell real property. Glen could draft a resolution of intent
to sell and then the City could advertise for proposals. There was discussion of
the fact that the selling price was not the only thing to consider, but also
what would be going into the area. C. Saverud stated that the cost estimate for
appraisal update, done by Phil Rygg, was $1000. Glen Neier said he felt it should
be done. Noel Furlong entertained a motion to recommend to Council that the
Phil Rygg appraisal be updated, Sandy Schindler seconded and motion carried.
C. Saverud asked Glen to prepare a list, itemizing the process to proceed.
There was discussion of the zoning of Griffin Field and the possible need to
rezone it before the sale. Glen is going to do some research on this.
City Airport Appraisal - The appraisal done by James Kelly on the property
west of Airprot Road set the market value of the 2.25 acre property at $50,000.
This property was pledged in order to pay for improvements done at the airport.
There was discussion of listing this property for sale, possibly a multiple
listing, which could generate more offers. It was suggested that possibly the
property should be annexed before the sale. Clare Hafferman will bring it
to her committee. The committee needs time to study the appraisal before it
makes any recommendations.
Traffic Study - Ed Gallagher read a letter from Clete Daily stating where he
is on the traffic study. He has done alot of research and is getting cooperation
from all concerned. He is planning to meet with departments (fire, police, etc)
the week of Feb 15th.
City Compliance - Audit findings showed that the City was not in compliance on
three things so they were corrected as follows: a) a civil rights officer was
appointed, City Clerk, Don Halver. b) Ordinance #936, dealing with discrimination
to physically/mentally handicapped persons, was amended. c) Establishing an
Ordinance to cover the 'Hatch Act', which is a Federal & State law stating that
employees can't use position for personal gain & if you run for elected office
and win, you must give up one position. (Glen Neier is going to check into that
more closely before Monday nights council meeting.)
Letter of Invitation - Ed Gallagher recieved an invitation to give a presentation
at the Downtown Retail Development Conference in Anaheim, CA. There is money in
the budget, but Ed wanted to bring to committee. Hopefully there will be help
with the cost from the conference group. Noel Furlong moved to approve Ed's attending
Sandy seconded, motion carried.
