12-15-87 Development Comm Minutes• CITY DEVELOPMENT COMMITTEE DECEMBER 15, 1987 CITY HALL 4:00 PM Attending: Lois Ruiz, Ken Hammer, Glen Neier, Mayor Kennedy, Susan Moyer, Gary Nystul, Wayne Saverud, Chuck Manning, Marla Robinson. CITY AIRPORT The fuel flowage fee was discussed. City Airport is now receiving 4¢ per gal and the County is receiving 5Q per gal, there is also the problem with regular gas being used there now and the City is not receiving the tax. Gary Nystul said that the Ordinance states all fuel sold at the airport will pay this fee. The Committee asked City Attorney Neier to draft an Ordinance setting the airport fees and the fuel fee the same as the County airport. The Committee discussed the four appraisal proposals received for the airport property and Mayor Kennedy stated that they were all certified and qualified. Committee made a motion which passed to "ask Council fo.r..recommendation to _ accept the proposal from Jim Kelly for $650. Mayor Kennedy has been researching leases and stated the City has photocopies of the hanger leases. There was discussion of FBO's doing business 'through the fence' and the price of hanger rental. It was decided that the Mayor and Glen • would do research on an Ordinance at this time. Committee asked Mayor Kennedy to write a letter to Mr. Larry Mendenhall of Salt Lake City, who is interested in buying Montana West Helicopter. Mr. Mendenhall is only interested in buying if he can have a 20 year lease. Committee felt there would be no problem with this. A motion was made to have the City Attorney draft Ordinances and Resolutions necessary to secure operation of the airport from undesirable/through the fence operators. Motion carried.
