Chairman Saverud gave a brief history on the City's tax increment pro-
jects that included the $100,000 as the City's portion of reconstruction of
Main Street and side streets during construction '83. Last year's budget
hearings approved increment projects .for $800,000, including street lights
at $120,000, off-site.improvements for the Kalispell Center at $631,178,
the Hockaday and other public buildings that totaled $48,B22. Wayne said
that recognizing the large committment to the Kalispell Center and the
lighting district, a tax increment policy that had been prepared by a
committee of the KDC for submittal back to the Council in May of last year
was tabled because of the public .works committments. - He felt that�;with
an anticipated $449,000 in increment monies for the next fiscal year and
knowing that the City would be approached for major projects including the
Parking Commission and School District #5, it,is time for the City to estab-
lish a policy. The KDC committee composed of past presidents and the Community
Development Department could screen applicants and follow the goals and guide-
lines as outlined not only in Ordinance #933, but those stated within the
proposed policy. This policy has been distributed to the City Council, the
Mayor, City Attorney and City Clerk/Treasurer.
In an open discussion, it was determined that the City Council makes
all of the final decisions and the KDC committee would make recommendations
to the City. In response to Sandy's question would the City be informed of
all applicants even it they weren't recommended by the KDC, the answer was
affirmative, the City would be made aware of all applicants. They would go
through the application processes as outlined in the policy. It was brought
out that House Bill 339 had been adopted by the state legislature and signed
into law by Governor Schwinden. All of the Council has received copies of
this legislation which states that all tax increment projects adopted prior
to January 1, 1980 will be extended 12 years following the adoption. In
Kalispell's particular program, this would extend it to September, 1991.
Wayne also received a typed message duringthe meeting that Councilman Manning
of the City Development Committee had no problems with the TIF policy. It
was recommended from the Committee to. bring this policy to the City Council
meeting May 6, 1985.
