Chairman Manning and Councilmen Springer and Palmer in attendance. DPW
Hammer, Nick Verma and Ross Plambeck also present.
CARVER ADDITION NO. 188 - Discussion of the conditions which need to be
met and what the City will do if they are not met. The tract to be annexed
must be a tract of legal record. At this point this is not the case. C.
Springer indicated that the annexation should be put on hold and Carvers should
go back and do the whole parcel at once, instead of separately. The Committee
agreed to continue the public hearing in order to gather more information,
until the October 7th Council meeting.
PACK - RESUB. OF PORTION OF GATEWAY WEST ADDITION #34 - ADDITION #169 -
The Committee reviewed DPW Hammer's recommendations, the Planning Board's report,
and discussed the present status of Kinshella Avenue. C. Palmer indicated
he had a problem with addressing this until the street problem is taken care
of, i.e, until Pack finishes what he has already started. There was discussion
of conditional approval or denial. A motion was made to recommend conditional
approval subject to completion of the street work or upon a contract, acceptable
to the City, being provided by Pack showing that the work will be done. There
was discussion of something legally binding to deal with Kinshella Avenue.
The vote was two for, with C. Palmer against. C. Palmer stated that because
of the developer's past performance he could not agree. He asked for pictures
• of Kinshella Avenue for the Council meeting. The Committee agreed that the
conditional approval should include DPW Hammer's 3 conditions, the Planning
Board's 3 conditions, and the one added by this Committee.
BED AND BREAKFAST - Moved and seconded and passed to establish a date
for a public hearing.
PUD'S IN RESIDENTIAL DISTRICTS - C. Manning gave the history of this amend-
ment. Committee agreed to set a date for the public hearing.
RESOLUTION OF INTENT TO ADOPT THE CITY/COUNTY MASTER PLAN - Committee
agreed to approval.
CULLIGAN ANNEXATION - It appears that Culligan is stalling and the Committee
agreed to instruct Attorney Neier to send a 10-day demand letter stating that
if the annexation information is not in the City's possession within ten days
the City will shut off services.
