Chairman Manning, Councilman Springer, PWD Harmer, Fred Zavodny, City
Attorney Neier, Mayor McDowell, Nick Verma, and Paul Palmer were in
attendance.
ZONE CHANGE REQUEST: Financial Services Corporation, B-1 to B-3
This does not comply with the comprehensive plan (Hi -density urban)
but because of the progression of Meridian a change to B-3 makes a stronger
case for a commercial development area. DPW Hammer is concerned about
traffic and access. If Frontier Pies is a two level access then there
would be no problem. If there was a drive -through from Meridian there
would be a problem. Committee recommended referring to the zoning
commission.
ZONE CHANGE REQUEST: Mahugh., R-4 to B-2
Committee decided to have the council return this issue to the
annexation committee for written findings of fact based on the public
hearing and possibld petition from adjacent landowners. This information
would then be presented at the next council meeting.
DOUBLE LL ANNEXATION EASEMENT
Attorney Neier asked to send a letter RE 20' easement dedication.
ZONING ORDINANCE: Repeal 6.13E
Attorney Neier to send a letter to the Zoning Commission for
ONrecommendation to the City Council.
ZONING ORDINANCE: Non -conforming use
Attorney Neier asked to set a date for a public hearing. He indicated
April 15 would be the soonest possible date.
ZONING ORDINANCE: Zoning Commission
Discussion of the number of members ended with recommending 4 city
and 4 county plus a 9th member to be elected by the appointees. Committee
recommended combining the City -County Planning Board/Zoning Commission and
Kalispell Zoning Commission. This recommendation will go to City Council.
DPW Hammer had a question concerning annexation. Are we going to
aggressivly pursue annexation and if so do we waive the $100.00 annexation
fee? Dick Verma indicated a negative on the waiver.
ZONING ORDINANCE REPEAL: 6.14 (P.U.D.)
Housecleaning measure. Repeal recommended to Council.
WHOLLY SURROUNDED LANDS BY CITY OF KALISPELL:
Discussion of possible problems included rural fire districting and
the possible need for a court determination of whether the island was wholly
surrounded. DPW HAMMER recommended waiting until annexation of property
before being concerned about the roads. Attorney Neier asked to research
problems and report at next meeting on progress of annexation procedure.
