ANNEXATION COMMITTEE
The Committee met on this date in the Conference Room at City Hall. Present were
Chairman Manning, Committee member Springer, Building Official Petersen, DPW Hammer,
FRDO Planner Verma, and later, Chief Doty.
Meridian Addition
C. Manning explained the land use changes to coincide with the proposed zoning changes
involved in the Resolution of Intent, which is to be presented at tonight's Council -
meeting. If passed, the public hearing and actual resolution will be on October 15.
Protocol used in the past has been if property is within city limits, the resolution.
should be passed at city level first -if county property, then at initiated at county,:
level.
C. Manning moved that recommendation be made to Council for passage of ,the Resolution
of Intent for land use change. Seconded by Councilman Springer.
Dorothy Breck Property
Formal letters from Planning & Zoning Commission were misplaced, but we now have one
regarding land use change for rezoning of area.
FRDO Verma explained that property owners have filed a petition with county and city
to amend the Comprehensive Plan for the area to change classification from single family
to multi -family homes. The Planning Staff has recommended against changing the Comp
Plan for the 15 to 20 units because the road is not wide enough for such high density
and because of the sewer question. This would be considered a land use change and
variances cannot be granted. The staff report shows concern about no sewer system
(septic tanks are now being used), also, concern for potential: danger ; because of the
elementary school being across the highway. Because of lack of quorum of Commissioners,
the County has not acted upon the request. Per state law, both county and city have to
agree for any amendment.
It was decided to wait until the number of septic tanks to be handled could be deter-
mined in spring testing, or if sewer can be extended. The Resolution of Intent will
be withheld and the committee elected to stay with procedure and let the County be-
come involved.
Land Use Categories
C. Manning reported that a letter has been received from the Zoning Commission, which
unanimously resolved to recommend expansion of district classifications and broaden
land use categories. This is an outgrowth of the Heritage Health Care Center, it was
felt that categories were too restrictive and confined and there is no overlap. It
will be brought to Council, then the Zoning Commission can compile the needed criteria.
sed Mall Area
C. Manning mentioned the recommendation to have the Development Office staff research
potential changes in the mall area, as per rDC Ross Plambeck's request that C-2 and
CLM be included. C. Manning will make recommendation to refer the proposal to the
Zoning Commission, whowillmake their opinion known through the FRDO staff report.
Impact from that area may require consideration in surrounding areas.
Monk Annexation
A public hearing has been scheduled for October lst.

Hawthorn West
FRDO Verma Verma stated that the Planning Board conducted a public hearing and explained
the phases of the plan. DPW Hammer stated that he had no public works problems but
Fire Chief Doty had concerns of a building permit not being issued until the road is
done, the necessity of water lines, fire flow and fire protection.
Discussion of the turning radius, locations of fire hydrants, temporary cul de sac,
the original proposal was to pave partially before building, now plans are to have the
base put in now, as water lines, etc. are installed. The site plan was to have been
brought back to Chief Doty for review. The final recommendation does not address the
cut de sac. I
The preliminary plat must go back to DPW for department heads to approve the working
drawings, if according to Standards, then recommendation will be made to Council to
approve the final plat.
FRDO Verma explained that there are 60 days to act on_a_preliminary plat application,
if not acted upon during thattimeframe, the Developer has a right to assume approval.
C. Springer moved that recommendation be made to Council for approval of the preliminary
plat with conditions, that the road be put in during Phase 1. Seconded by C. Manning.
Before any other phases are built the road will have to be extended, though not paved,
and must go clear through the development.
Chief Doty arrived at this point. He stated that he had a problem with buildings going
up without water and his department will require the fire hydrants in place.
Miscellaneous
Mr. Verma stated that he had a request for subdivision of four commercial lots at
Meridian and Idaho intersection. A meeting is set for10:00 AM Wednesday, September
19, 1984, anyone interested was asked to attend.
