03-22-84 Annexation CommitteeMarch 22, 19B4 ANNEXATION COMMITTEE .• The Annexation Committee met on this date at 4:00 P.M. in the Conference Room. Present were Chairman Manning, Councilman Springer, City Attorney Neier, DPW Hammer, Building official Petersen, Attorney Bill Astle and Surveyor Zavodny. Mr. Astle stated that he had talked with CA Neier and Petersen after being involved in the 3/13 City -County Zoning meeting. After considering a client's situation and the process of the Master Plan, he came up with a proposal regarding interpretation of the Comprehensive Plan. His concept is to have Petersen process building permit, accept the fee if it complies to code; then the application would go go the County for outside city limit requests, asking for their decision on issuing permit. This way he feels that the city is only enforcing building codes, not interpreting the Comprehensive Plan. He suggests a waiting period of about 10 days for county response. If this is not received within that time frame, the permit will be issued. Astle stated that the County adopted procedural zoning regulations for the 3 mile area but zoning categories were not adopted. DPW Hammer stated that the city should have a unified permit system with check off list. Discussion of the city/county planning manager duties were discussed. Since the city pays the county $28,900 for Mr.^Verma's services, it is- his•duty to administrate and interpret. C. Springer moved that we review whatever resolution that Mr. Astles brings to us. He will present a draft to C.A. Neier for Council review to that it can be discussed at a joint City/County meeting scheduled for April 4. • Annexation. C. Manning stated that he will distribute copies of the FRDO evaluation of current zoning and their recommendations. This will also be addressed at the April 4 meeting. - Park Lands. Several items regarding cash in lieu of park lands have to be addressed. C. Springer questioned exemptions with no size limitations. He stated that this was - initially intended to be one lot on city outskirtsandsays the issue must be approached. He suggested that CA Neier seriously to the the City/County Planning Board to look at modifications of the exemption. CA Neier stated that he prepared a resolution a couple of years ago on this but that it was not accepted. He will bring the resolution out for review. Wholly surrounded lands discussion postponed until a later date. Extension of Services at an earlier meeting a questionairre was devised regarding in- formal topics. BNB Addition. Resolution of Intention to Annex will be done and a Public Hearing set for May 7. Meeting adjourned at 5:00 P. M. ms 0
