Present: Mayor McDowell, Chairman Manning, Councilmen Palmer, Springer, Saverud,
DPW Hammer, Building Official Peterson, Surveyor Zavodny, FRDO Director Verma,
Tom Sederstrom and Mike Fraser,(Thomas Dean & Hoskins) and Doug Johns, Realtor.
Councilman Manning stated that the Heritage Health Center Addition has been approved
by FRDO and the Zoning Commission with the following conditions:
1. That all new utility installations and roadway construction be dome
in accordance with Kalispell's "Standards and General Provisions for
Design and Construction " (City Standards)
2. That access to the property include a 50' radius eel -de -sac for fire
apparatus, and be annexed to the City.
3. That a surface drainage plan be approved as per City Standards.
4. That fire hydrants be installed in accorfance._;;ith City Standards with
location approvals and fire flow tests approved by the Fire Chief.
5. That the access roadway be included in the annexation.
6. That the access to Highway 93 be approved by the State Department of
Highways.
7. That the 401 easement from Windway Way to the site, be limited to
"utility" uses only.
The report also states that the annexation request is in accordance with the
Kalispell Comprehensive Development Plan.
Discussion by committee, DPW Hammer and Mike Fraser as to whether or not the access
street should be included in the annexation. Also discussed was the annexation
of the cul-de-sac. This is a temporary cul-de-sac contingent on extension of the
street for further development.
Councilman Manning moved to change #2 by eliminating "and be annexed to the City",
and to change #5 to read "That a Waiver of Annexation for the access road be
signed". Seconded by Councilman Springer.
Councilman Manning moved that the committee recommend approval of Heritage Health
Center Addition with the conditions as amended. Seconded by Councilman Springer.
Motion carried.
Councilman Manning asked that Meridian Zoning be tabled until there is further
public input.

FRDO Director Verma preAted a map and a review to change Kalispell Zones from
37 zones to 9 zones.

He stated that you have three choices - 1) leave as is; 2) leave as is except
the Downtown Area; or 3) start over. His recommendation was to start over.
After discussion, Councilman Springer moved to start over on Kalispell Zoning.
Seconded by Councilman Palmer. Carried.
Meeting adjourned at 5:00 P. M.
