Those present were: Mayor McDowell; Councilmen Palmer, Saverud,
Grainger, Vidal, and Nystul; City Attorney Neier; Building Official
Petersen; and Attorney Norbert Donahue.
Chairman Palmer opened the meeting with a discussion on the P.U.D.
concept, advantages and disadvantages. Also discussed were
parking, the flexibility of landscaping and the greenbelt area.
There were three or four letters read on the P.U.D. concept.
After much discussion, it was decided to have the Mayor send for
a book on the Land Development Guidance System and a copy of an
Ordinance from Mauri Rupel, Development Center Director for Fort
Collins, Colorado.
It was noted that we do have a residential P.U.D. and all we have
to do is make some amendments to our Ordinance for a commercial
P.U.D.
Next on the agenda was zoning. Norb Donahue summarized the re-
zoning of Kalispell in 1979. Norb Donahue also explained why the
redevelopment area contained different zoning classifications than
other areas of town. After discussion it was decided to have the
Building Official and the City Attorney review the various ways of
transposing Chapter 3, Zones in the Downtown Redevelopment Area
and thereby eliminating Chapter 7 Zones. The Community Development
Staff will be involved with this process. Those present also dis-
cussed the difference in the administration of Non -conforming
uses under the zoning ordinance. The committee felt that all
Non -conforming uses should be treated the same regardless of their
location within the City.
