Present were Mayor McDowell, Councilmen Palmer, Grainger & Vidal; City Attorney
Neier; Bldg Official Petersen and Surveyor Zavodny.
Items to be discussed are:
1) Island Annexations
2) Legal Descriptions for City Boundaries
3) Zone Reduction
4) P.U.D.
5) Non -Conforming use
Concerning Non -Conforming uses both inside and outside the redevelopment area,
City Attorney Neier explained that these go hand in hand with zone reductions. You
will have to do it all at once. It took two years to change them the first time
and you are looking at the same amount of time to do it over. We have two ordinances
now, parts of which are conflicting, but which are workable. Neier advised that
we continue with the ordinances we have, work on the zoning reduction and non -con-
forming uses with FRDO and try to get it all into one package. City Attorney Neier
and Bldg. Official Petersen to work on Items 3 and 5 as their time will allow.
Item No. 4, P.U.D. is being worked on by FRDO. They are meeting with the Chamber
of Commerce next Thursday for their assistance.
Items 1 and 2 will be worked on by Surveyor Zavodny. Zavodny will prepare a
condensed map of the islands. The City may experiment on annexing islands by
starting with the one in Northridge Heights originally developed by Oscar Olsen
who is now asking us to take over his water system.
Police Chief Stefanie has prepared a list of roads that belong to the County but
are within the City, or belong half to the County and half to the City, causing
difficulty in investigating accidents. The committee suggested we ask the County
to dedicate these streets or roads to the City so that we can maintain and know
that they are ours for all purposes.

My committee has made commitments at an earlier date to pursue the following:
1. Island Annexations: Fact finding; Recommendations to annex or
not all existing islands.
2, Legal Descriptions for City boundaries: Housekeeping measure
to provide better definitions on all city lines.
3. Zone reduction to be recommended by our Building Inspector,
Community Development and FDDO office.
4. P.U.D.: Requested that FDDU coordinate and make firm recom-
mendations as to the course of implementation.
5, Non -conforming use: Must be re-evaluated to equalize develop-
ments in all boundaries buLb inside and outside the redevelop-
ment area.
Please let our committee know the standing of each of the above. This seems a
proper time in our schedule to pursue these items.

Stahly Engineering to amend the EPA 201 grant for the City of
Kalispell. The amendment is to fund a facility plan for the '
