02-14-83 Annexation CommitteeANNEXATION COMMITTEE FEBRUARY 14, 1983 Those present were Mayor McDowell, Councilmen Palmer, O'Boyle, Vidal, Ruiz, Grainger and Saverud. Councilman Palmer reported that the public hearing to amend the zoning ordinance to address rowhouses and townhouses would be held at the meeting of the 22nd. KALTANA There was a question about the zoning of the front area of Kaltana being residential. However, the title company has insured that the entire tract is a commercial zone. One of the main issues regarding Kaltana is ingress and egress from the property. The Highway Department has stated that due to limited sight because of the curve of Highway #2, access must be from the city street on the east. Councilman Palmer stated he would get more clarification as to whether or not the city street can be used for access to the highway. 30' will be dedicated by the developer to make the street a 60' street. Councilman Vidal asked that we find out how or who will pay for the street. Councilman O'Boyle stated the need for a cul-de-sac for the fire truck. REQUEST OF SCHOOL DISTRICT TO CHANGE ZONING Councilman Palmer reported that the school district is asking that all the property owned by them be changed from RA-1 and R-5 zoning to P-1. This will include the old Montgomery Ward storage building which they intend to use for storage, repair and maintenance work. After discussion, the committee agreed that they could see no reason for the change and would recommend the request be denied. The request was tabled by the Zoning Commission. GLACIER PARK COMPANY (BNRR� The Glacier Park Company is requesting a zone change for all their property from 5th Avenue West to 3rd Street East to commercial. Nothing has been finalized by the Flathead Regional Development Office. Director Verma is suggesting PUD, but Councilman Palmer stated he does not believe the Company is receptive to this idea. Inquiries have been sent to four other comparable cities to see how PUD is working for them. Councilman Palmer distributed copies of the report of the FRDO recommendations on Reduction of City Zoning Classifications, Group Pyramid Zoning and Planned Unit District.
