Those present were Mayor McDowell, Councilman Palmer, Grainger, Saverud, Vidal,
Nystul, City Attorney Neier, Nick Verma, Kathleen Jukich, Harvey Simpson, and
Attorney Dan Johns.
C®uncilman Palmer asked Flathead Regional Development Director Verma for his
input on the amendments to the Comprehensive Plan as passed by the County
Commissioners and now being considered by the Council.
Mr. Verma explained that about four months ago the City started denying building
permits in areas that did not comply with the Comprehensive Plan. He received a
letter from Mayor McDowell asking his staff to review the entire C. P. The first
area was south of town which everyone approved. Mr. Verma distributed maps
showing 15 areas which have already been approved by the County Commissioners by
resolution. Areas 8, 9, 10, 11, and 12 have been approved by the Council.
All the remaining areas up to 15 were discussed and the reason given for the
change.
Area 15 is a 50 Acre tract north of the City on Highway 93, owned by Developers
Diversified who propose to build a regional mall if the C. P. is changed and
annexation is approved. Mr. Verma presented an analysis made by his staff which
shows the need for a regional mall. (analysis attached)
Discussion on the BNRR property. Mr. Verma stated that there has been no
application for anything in -that area. There is talk of a convention center,
courthouse, shopping mall, but nothing for sure. In his opinion a regional mall
should not be in a downtown congested area. There are already businesses which
will have to relocate, so you are looking down the road a long way.
C. Nystul explained the value of adopting a PUD. The Cities of Whitefish and
Columbia Falls have already adopted. Under a PUD,you can impose any conditions -
greenbelt, architectural review, lighting, landscaping -everything has to be
approved by the Council.
Mr. Verma explained how you adopt a PUD. It would take about 3 months.
On the request by Heller and Mattson to zone their property as B-2, Councilman
Vidal stated that the school district trustees have voted unanimously to oppose
because of the safety hazard to school children.
The Idaho Forest Industries Annexation has some confusion on the deed. A tiny
little area belonging to the County will become landlocked and should be included
in this annexation.
