4:00 P. M. SEPTEMBER 16, 1982 CONFERENCE ROOM
Present were Mayor McDowell; Councilmen Palmer, O'Boyle, Ruiz, Grainger and Vidal;
Director of Public Works Hafferman; City Attorney Neier; Gallagher and Plambeck,
Community Development; Treweek; Attorney Dan Johns, and Jim Carovac, Developers
Diversified; and Dr. Gatzke, FVCC.
Chairman Palmer presided. Dr. Gatzke presented the committee with a letter which
gave the reasons the college is seeking the support of the Council to annex
Hutton Addition, a 40 acre tract north of Kalispell which is the proposed new campus.
The public hearing on the Hutton Addition had been tabled by the Council awaiting
the outcome of the election. The election passed the issue to move the college
and they are now ready to proceed with annexation. Dr. Gatzke stated that even
though the college will not increase the tax base, the downtown buildings they will
be leaving will go back on the tax base and the city will benefit. With a new
campus there should be an increase in enrollment and more money spent in the area.
Dr. Gatzke stated that the college trustees are willing to participate with a
sub -station for the fire department. They will require police protection also.
Plans are to install a holding tank for sewer and pump at 1:00 A.M.
Councilman Ruiz stated that he had no problem with furnishing the sewer and water
service, but is very concerned with the traffic problem which will be created by
the college. Dr. Gatzke replied that the traffic will be there whether it is
annexed or not. He explained the roads that will be used to make the area as safe
as possible, and explained that they will adjust to match the number of students.
Dr. Gatzke stated that the trustees have stated they will not purchase the land
unless it is annexed.
C. Palmer stated that the annexation has been reviewed and approved by FRRO and
all city departments and he feels comfortable with it.
C. Grainger moved to take from the table at the September 20th meeting and resume
public hearing on Hutton Annexation.

Councilman Palmer stated that Flathead County has passed Resolution No. 465-A
adopting 15 changes in the Comprehensive Plan as follows:

10. The area North of Solberg Drive between Spring Creek

12. The area along. LaSalle Road (now U.S. #2), from K—Mart
• to Evergreen School and from Earl's Tire Center to two
lots North of the intersection of Evergreen Drive be
designated "Commercial" to a depth of 200 feet from the
roadway.

Committee reviewed the 15 changes separately and approved all but #12. Objections
to this change because the change to commercial was limited to a depth of 200'
from the roadway. There is a plan to build a grocery store in that area and 200'
in depth is needed just for parking and another 240' in depth for the building.
Contractor Treweek was advised to see Flathead County officials and ask for an
amendment for #12 so that it fits his need and then council members can also
approve.
Attorney Dan Johns showed the committee the plans for the Mall for Developers
Diversified. This is one of the areas, 50 acres in size, which has been approved
by the County Commissinners for commercial development. Attorney Johns explained
traffic patterns, traffic lights at Meridian and Hwy #93 and Northridge Drive
and Hwy #93. Developers will pay for the lights at Northridge Drive intersection
and Developers and State will prorate the cost of lights at intersection of
Meridian and Hwy #93• Sunnyview Lane will not connect or be involved.
Attorney Johns stated that this is a total package. No other building can be
constructed without the consent of the Council. There will be a 50' greenbelt
between Indian Trail Road and the Mall area. They will construct a retention and
catch basin for storm. water. Will donate land for a fire station if necessary.
IDAHO FOREST INDUSTRIES ADDITION
A public hearing will be held on Idaho Forest Industries Addition Monday night,
September 20th. There were questions on a roadway and storm. water. Developer
will have to deal with these problems before annexation is approved.

Dear Council Members:

On September 14, 1982, the voters of Flathead County approved the Hutton
Addition for future relocation of -the campus of Flathead Valley Community
College. To this end, we respectfully request approval of annexation of
the Hutton Addition as requested in our letter to you dated June 2, 1982.
Regarding the proposed annexation of this property, the interests of the
City of Kalispell raise certain concerns. We wish here to address those
concerns to your satisfaction and to the satisfaction of the city resi-
dents you represent.
In accordance with recommendations presented by the Flathead Regional De-
velopment Office as conditions for approval of our annexation request,
we offer assurance that:
1. We will install and/or improve extensions for water and sewer
in accordance with the City of Kalispell's "Standards and
General Provisions for Design and Construction."
2. We will waiver the right -to -protest the creation of S.I.D.'s
for storm sewers and road and right-of-way improvements.
3. We will analyze traffic flow in accordance with City Standards,
and develop approaches to Highway 93 and Grandview Drive for
approval by the State Department of Highways and County Road
Department, based on anticipated use.
4. We will present site development plans for review and approval
by the City Building, Engineering and Fire Officials, noting the
comments in the FRDO Annexation Report.
In addition, we ask that you consider the following points:
The issue of taxation has been raised, with a question as to the wisdom
of annexing property which will belong to a public institution and there-
fore not be subject to taxation nor bring direct tax revenues to the City
of Kalispell.
It is our estimation that the relocation of the FVCC campus to the Hutton
Addition would result in an overall gain for the City of Kalispell,
for the following reasons:

1. Currently the College buildings occupy land in the heart of down-
town Kalispell. This property is said to have a minimum value
of $500,000.00 in its present state; with College occupancy, the
land does not generate direct tax revenues for the City. Removal
of the campus from this location would allow commercial develop-
ment of this highly desirable property, thus creating potential
for substantial increase in its value, and return of the property
-- at its increased value -- to the City tax rolls, resulting
in an overall tax gain to the City of Kalispell.
2. It has been the experience of other community colleges that de-
velopment of a new campus results in a doubling of student en-
rollment. In the case of FVCC, with an enrollment -based funding
formula, twice as many students will generate twice the budget
authority, and twice the State contribution to the College.
The College, in turn, circulates these revenues within the com-
munity in the form of salaries, payments for goods and services,
and resultant economic activity. Currently FVCC receives over
one million dollars annually in direct State contributions.
The impact of a two -fold increase in this amount could only have
a positive net effect on economic activity in the City of
Kalispell, and a potential increase in the tax base of the City.
Concerns have also been raised regarding fire protection for the proposed
addition. The annexation report by Fire Chief Gene Doty states that,
"The development of the college campus would not in itself be responsible
for requiring a sub -station, but would add to an already strained system."
It is our understanding that the Fire Department has been considering
the need for a sub -station in the area near the Kalispell Floral plant
shop for some time prior to the College's selection of the Hutton Addition
as a future campus site. Based on this, and on the Fire Department's
assessment that the campus alone would not necessitate such an installa-
tion, we feel it would be inappropriate to deny our annexation petition
on the grounds that FVCC campus relocation would entail added expense
in a North Kalispell fire sub -station.
The College is willing to cooperate with the Fire Department in whatever
efforts, including allowing the location of a fire sub -station on the
College property, necessary to insure adequate response times and fire
protection for the campus and its occupants.
Given the willingness of this developer to accommodate the requirements of
the City for an annexation arrangement which will be mutually satisfactory,
and given the potential benefit to the City of Kalispell from a well -
planned and developed community college campus, we respectfully request
acceptance of the FRDO recommendation to annexPeHon Addition for
eventual use as a campus for Flathead Valley Cllege.
