06-23-89 Council as WholeCOMMITTEE OF THE WHOLE COUNCIL 7:30 AM JUNE 23, 1989 The meeting was attended by Councilmembers Saverud (President), Furlong, Gunnerson Hafferman., Schindler, Nystul and Hopkins. Councilman Atkinson was absent. Also attending were Mayor Kennedy, City Staffers Don Halver, Ken Hamer, Ben Van Dyke, Fred Zavodny and Dick Brady, 1. Assistant Water/Sewer Superintendent Councilman Nystul said the purpose of the meeting was to decide what kind of second superintendent position was needed. Clerk/Treasurer Halver reviewed the minutes of previous council meeting regarding the Superintendent positions. The council discussed whether they wanted two equal superintendents or a superintendent and an assistant. Councilman Furlong recommended two positions, Water Superintendent and Sewer Superintendent. Councilman Schindler agreed. Mayor Kennedy said that was his original recommendation but that is not what the council approved. Some councilmembers said Ben Van Dyke has been hired as the Water & Sewer Superintendent and that can't be undone now. The city should proceed with hiring an assistant. Another suggestion was he be allowed to pick which Superintendent he wanted. Ben Van Dyke replied he wants the position he was hired for, Water & Sewer Superintendent, and wants the assistant position promptly filled so he can get on with the work. The councilmembers concluded the council should authorize advertising for an Assistant Water/Sewer Superintendent to start at Pay Grade 11, Step 1. The job description should include a request for some sewer expertise. - 1 -
