iThe meeting was attended by Mayor Kennedy, Councilmen Nystul, Hopkins,
Furlong, saverud, Atkinson, and later Hafferman. Also attending were
Clerk/Treasurer Halver, Redevelopment Coordinator Plambeck and Acting Building
Official Kerman.
The co mittee met to work on the proposed Non -Union Pay Plan. They reviewed and
made sane changes to the terminology of the proposed narrative for the plan. The
resulting draft is attached.
The meeting adjourned at 6:05 pm.

• NON -UNION SALARY PLAN
1.
Non -Union employees of the City of Kalispell are all those not represented
by one of the three bargaining unit contracts. This salary plan is intended
to fonralize the setting of salaries of non -union employees. It is intended
to be the start of a long range plan that will be developed over the next
few years.
2. PLAN OUTLINE
The plan consists of several grades and steps. Each position will be
assigned to a grade, based on its relative duties and responsibilties to
other positions of non -union employees. Formal job descriptions will be
developed for each position. Such descriptions may result in
changes/corrections to the titles and the placement on the schedule.
In the first year, the present employees will be placed at a salary on the
schedule at a grade and step as determined by the Mayor and Council. After
the first year, movement between steps will be based on an annual written
evaluation of each non -union employee. The Mayor is to oversee the
evaluation process, utilizing standard forms. Such forms and procedures are
to be developed by the Mayor with the concurrence of the Council. Dates for
evaluation will be as outlined in the employee handbook, which are between
February 1 and March 16. The Mayor will evaluate all individuals who report
to him. All other non -union employees will be evaluated by their supervisor
or department head.
Recommendations for advancement will be made by the Mayor and are to be
completed by May 1. Should the Mayor not complete the recommendations
process by May l,the Council will implement changes as it deems appropriate.
It is intended that employee movement of steps will be decided prior to July
1. However, if this time is not met, changes will be retroactive to July 1.
Step movements will not be automatic.
Appeals of a supervisor's evaluation may be made to the Mayor. Appeals of
the Mayor's evaluation, or those evaluations that have been appealed to the
Mayor, may be made by written request to the Chairman of the Council
Personnel and Policy Committee.
4. CHANGES IN THE MATRIX
The Council will annually review the matrix for such factors as inflation or
cost of living. Inflation will be not be measured by any specific index.
The Council will consider regional computations and factors of inflation in
the Flathead Valley.
