• The meeting was attended by Mayor Kennedy, Councilmen Nystul, Atkinson,
Furlong, Hopkins and Saverud, Craig Hess of the Flathead Basin Cacmission,
DPW Hanmer, W/S Supt. Hyde and Clerk/Treasurer Flalver.
1. Water/Sewer Superintendent Position
Mayor Kennedy requested the council discuss the Water/Sewer Superintendent
Position with the hope some decision could be made Monday night. He said for
a considerable length of time he has seen a need for additional supervisory
help in the Water/Sewer Department. He handed out a packet of organizational
chart options for the departments which he and DPW Hammer had developed.
Three options to the present organization were shown. Option 1 called for a
Water/Sewer Superintendent, Water Supervisor and a Sewer Supervisor. Option
2 was for Water and Sewer Superintendents. Option 3 suggested a Water/Sewer
Superintendent and an Assistant Water/Sewer Superintendent.
Andy Hyde stated he believed the workload required additional help and he
felt the most practical solution was Option 2. If the budgets permitted it
he would take Option 1.
one drawback to Option 2, is when combined Water/Sewer decisions need to be
made, two people have to be involved.
Mayor Kennedy said he preferred Options 1 and 2, with Option 1 the ideal
• situation.
Councilman Hopkins favored Option 2.
Councilman Nystul recommended advertising and see who is interested and look
at the skills of the primary prospect and build the structure based upon the
candidates available.
Councilman Nystul preferred a single director with an assistant for the
technical skills required.
The councilmembers present requested the proposals be reviewed by the Public
Works Committee.
2. Evergreen Sewer
Councilman Nystul reviewed the issues Kalispell and Evergreen need to
discuss and the council needs to make decisions about: hooking up to our
system, hook-up fees, and who operates the Evergreen portion. Andy Hyde
discussed the issues further.
