• Mayor Kennedy called the meeting to order at 6:00 pm. Councilmembers
Grainger, Manning, Schindler, Hafferman, Atystul and Saverud attended. Also
attending were Addison Clark, Glen Neier, Don Halver, Steve Nardi and Roger
Hopkins.
1. Police Chief Selection Procedure
Mayor Kennedy reviewed the documents in the folder he had prepared for each
council member and explained the process the review committee went through.
Mayor Kennedy and Council President Schindler answered the questions of the
other council members.
2. Residency Requirement
Nayor Kennedy read from two city ordinances regarding residency requirements
for police officers and department heads. lie requested the residency
requirement be waived for Police Chief Clark.
After discussion Mayor Kennedy requested the Council consider confirming the
appointment of Addison Clark as Police Chief with the residency requirement
waived. This will -be on tonight's agenda.
3. Review of Retirement Incentive Proposal
Mayor Kennedy stated he would like the council to review this now and get any
questions cleared up before it is presented on the council floor tonight.
is Councilman Ruiz asked the effect of one of the people being in a bargaining
unit. City Attorney Neier said the union would have to authorize the
bargaining.
Ruiz expressed concern about bargaining with individual employees outside of
the bargaining unit. He did not want to even discuss this until the
bargaining question is resolved. He suggested Don Klepper's advice be sought.
Councilman Grainger and Steve Nardi agreed that the proposal was pretty firm
and they did not intend to negotiate the terms.
Councilman Schindler wanted to know if there was enough council support to
make the proposal even worth pursuing.
Councilman Grainger told Steve Nardi it appeared to him that the $5.00 per
hour would not carry and if the question came up on the council floor it
would probably be defeated.
The council consensus seemed to be against the $5.00 per hour idea and
concern about bargaining with one member of a bargaining unit.
Steve Nardi said he would talk to the three people and see how they wanted to
proceed and agreed to have the council not present it tonight.

• Councilman Nystul spoke against the concept and asked for a vote now and if
it fails, stop spending time on it.
The council consensus was to hold off and inquire of Klepper.
4_. Calvin Gamma Sick Leave
Piayor Kennedy reviewed the situation. Calvin was laid off and received the
standard payoff for his sick leave. it appears he had been injured while
employed by the city and now his attorney is asking that his sick leave
accumulation be restored.
Payor Kennedy stated he and City [attorney teier have reviewed the situation
and they feel we did everything legally and properly and do not need to
restore the 75% of sick leave cancelled.
Councilman Grainger pointed out that if he had properly reported his injury,
Calvin would have been on sick leave and could not have been terminated.
Councilman t7ystul requested the mayor, City Attorney and Clerk/Treasurer get
the council a memo reviewing the facts of the situation.
Fleeting adjourned at 7.30 pm.
