• The meeting was called to order at 5:45 pm., with Mayor Kennedy presiding.
Councilman Schindler was absent, all other Councilmembers were present.
Southwest Area Sewer Project
Councilman Nystul reported the project is moving along and the Engineers'
proposals are due next Thursday. Andy Hyde reported the staff hoped to have
a recommendation of an Engineer for the next Council meeting.
Wastewater Treatment Plant
Councilman Nystul reported the Facility Plan is nearing completion. The staff
recommendation is to authorize them to search for engineering firms
experienced in Phosphorus Removal as well as doing a complete review of the
plant to see if there are other improvements that should be made to the
plant. This request will also be presented at the next Council meeting.
Don Hultgren reported we have not seen much of a change in Phosphorus since
Phosphorus Detergents have been banned.

Councilman Nystul reported the construction project is moving along. We have
a problem in that the Water Quality Bureau says everyone has to be hooked up
within one year and the City doesn't agree.
The people in the district were told they would not have to hook up until
their system failed or in five years.
The State says if we don't comply they will only give us 90% of the grant
money. Councilman Nystul felt we should accept the 90% and let the City pay
for the rest and honor our committment to the people in the district.
Councilman Grainger reported the homeowners in the district haven't been
contacted regarding the location of the hook ups. Nystul said he would
follow up on this.
Planning Conference
Councilman Manning encouraged the council members to attend the conference to
be held March 11 & 12.
Street Maintenance and Construction
Councilman Ruiz asked if we are ready to decide what we want to do. We
should be working right know and we need to decide how many people will be
called back.
Councilman Manning reported the Councilmen who went on the tour had asked .
Ken Hamer to get them some figures on comparisons and the maintenance
schedule and some other information. Raiz said this isn't done yet.
Councilman Ruiz presented a quick rundown of the business we have done with
private contractors from May 1985 through January 1987. Councilman Manning
requested copies of this information be given to each Council member.

Ruiz requested another workshop neeting be scheduled soon.
After considerable discussion it was decided to hold the meeting Monday March
16, 1987 at 4:00 pm.
Councilman Nystul said we can't make any decisions until we have a report on
the needed rzintenance.
Mayor Kennedy requested the councilmenbers give him a list of all the
questions they want answered. Councilman Palmer aksed that the information
requested of Ken Hamer be in the Council's hands before the weekend.
The workshop was adjourned at 6:15 pm.
