04-14-86 Council as WholeCouncil Workshop April 14, 1986
Mayor Kennedy called the meeting to order. Members attending were Ruiz,
Palmer, Hafferman, Saverud, Schindler, Manning and Grainger. Other people
included Clerk Halver, PWD Hammer, City Attorney Neier, and members of the
press.
1. Alley Cleanup
PWD Hammer asked if the council wanted to hold an alley cleanup this year.
It was decided we should hold it and inform the public of the dates and the
rules. Only the alleys will be cleaned, not the streets. Hire temporary
employees for one week and charge to the Garbage Fund.
Councilman Palmer suggested we consider using clubs or public service groups
to do the alley cleanup in the future.
2. :'artin Luther King Grievance
An arbitrator from Oregon has been appointed to hear the grievance of the
F±-re Department regarding King's Birthday. He is requesting establishment of
a hearing date.

The council concluded City Attorney Neier work with the Firefighters
Association and try to handle it through the mail and avoid the expense of a
hearing.
• 3. Fire Chief Appointment
Mayor Kennedy reported he has 4 applications for Fire Chief and has planned
to hold interviews with the four. He asked if the council desired any
further searching or other recommendations.
It was concluded the Mayor proceed as he has intended and report to the
council when he is ready.
The Mayor reported he was working on some ideas for possible reorganization
of the Police and Fire Departments. There was some discussion but no action
was taken.
4. Effective date of Annexations
The Department of Public Works has asked the council to establish an
effective date when the city should take over Police and Fire protection of
properties being annexed into the city.
City Attorney Neier reported we generally should start protection upon date
of first reading. It was decided to have the City Attorney determine the
proper timeing.
5. Business Licenses
Councilman Hafferman asked if the City should establish a general business
license. It was concluded we didn't want to.

6. Audit Findings
Councilman Palmer asked if we have responded to the audit findings yet.
Clerk Halver reported we haven't.
7. Selecting a Negotiator
Mayor Kennedy reported on the two proposals for contract negotiations.
Councilman Ruiz moved to recommend hiring of Dan Johns as negotiator.
Councilman Saverud seconded and the motion carried. Mr. Johns should not be
notified until the council takes formal action.
8. Parade Route
Mayor Kennedy reported the Shriners wanted to hold a parade and they
absolutely will not use any street other than Main. Grainger said Chief
Stefanie has suggested if the Shriners hired off -duty Policemen it might be
okay.
It was requested the Mayor and Chief Stefanie handle it.
9. Union contracts 4 q*
Mayor Kennedy requested the councilmembers study the union contract proposed
changes prepared by the City Attorney and present any requests for changes in
writing.
