10/03/60 City Council Minutesgo REGULAR MEETING Regular Monthly Meeting of the Kalispell City Council held October 3, 1960. Mayor Hammer presiding, with Councilmen Fisher, Haddow,-Harmon, Horstman, Huggins, Metcalf, and Ryder present. Homuth absent on leave. Minutes of the regular meeting of September 6, 1960, were read. Moved by Horstman, seconded by Haddow, minutes be approved. Motion carried. Reports of City Officials: Chief of Police for September approved on motion of Harmon, seconded by Huggins. City Engineer for September on motion of Horstman, seconded by Haddow. Police Judge for September on motion of Metcalf, seconded by Haddow. Health Officer for September on motion of Haddow, seconded by Harmon. City Treasurer for August on motion of Fisher, seconded by Haddow. City Clerk for August on motion of Huggins, seconded by Fisher. Finance Chairman reported all claims audited by Committee and moved payment be allowed. Seconded by Ryder and carried. Drainage of Lutheran Home property - Moved by Horstman to refer to Street and Alley and Sewer Water Committees jointly, with Huggins Chairman, for a rr-port at a special meeting Monday, October loth. Seconded by Harmon and carried. Street and Alley Committee recommended continuation of parallel parking on 2nd Ave. W., between R. R. St. and 4th St. It was moved by Haddow that this" be approved and Ordinance No. 639 ammended to so conform. Seconded and carried. Moved by Haddow that Ordinance No. 672, ammending Ordinance No. 639 and pro- viding for parallel parking within the City limits except on First Ave. West from Railroad to 4th St. be adopted. Motion seconded by Metcalf. On roll call vote, all Councilmen voted for passage. Sidewalk and Curb Committee granted curb cut to A & W Root Beer on 3rd Ave. W. N. and Idaho St., requested at last meeting. Invitation to address Oouncil: Joe Carraher presented written proposed Parks and Playgrounds Program. 'Moved by Huggins to refer to Park Committee for joint meeting with Mr. Carraher. Seconded and carried. Mr. Bianco of Conrad National Bank asked to have "Center Street" widened at least 3 feet and preferably 6 feet in block from Main to 1st Ave. West and eliminate parking on both sides of stre et. Moved by Ryder that Council ask G. N. Railway for additional right-of-way of 6 ft. or"a minimum of 3 ft. in this block on "Center Street." Sea7nded by Fisher and carried. Moved by Ryder that parking on'. -both sides of "Center Street" from Main to First Ave. West be eliminated. Seconded by Haddow and carried. Following bids for purchase of copper tubing were received for 10200' of 3/4"; 1020' of 111; 1000' df 1-Y"; 300' of 2". Seconded by IIorstman and carried. Moved by Harmon that call for bids be made for gasoline and heating oil for coming year's requirements. Seconded and carried. Moved by Horstman that petition for new corner street light at 2nd Ave. East and 13th St. be granted. Seconded and carried. Moved by Huggins that Council deny the claim of Della Dodson for refund of garbage assessment for years 1955 to 1958. Seconded by Harmon and carried. Moved by Harmon that claim of Col. Sleator for $93.50 for misc. expense for Civil Defense be allowed. Seconded by Ryder and carried. Moved by Iiarmon that Street and Alley Committee furnish Council with estimate of cost of proposed widening of "Center Street" from Main to First Ave. !,•Test. Seconded and carried. Moved by Metcalf that Council enter into 2 year lease with Lost Creek Limber Company for lease of City land at Northwestern Dam for lumber storage at $50.00 per year rental. Seconded and carried. Moved by Harmon that Mayor appoint Committee to dispose of surplus and excess materials at City Shop. Seconded by Huggins and carried. Mayor appointed Metcalf and Ryder to Committee. Ryder moved for adjournment of Council - seconded by Huggins and carried. Read and approved this 7th day of November, 1960. We, the undersigned, being all of the members of the City Council, do hereby waive notice of the date and purpose of the special meeting of the City Council to be held Monday, October 10, 1960, at 7:30 P.
