REGULAR MEETING
The Regular Monthly Meeting of the Kalispell City Council held September 6,
1960, at 7:30 P. M.
Mayor Hammer presiding with Councilmen Fisher, Harmon, Homuth, Horstman, Huggins,
Metcalf, and Ryder present. Haddow absent.
Minutes of.regular meeting of August 1st and special meetings of August 3rd
and Sth were read. Moved by Horstman minutes be approved as read. Seconded and
carried.
Finance Chairman Harmon reported all claims had been audited and moved payment
be allowed. Seconded by Horstman and carried.
Reports of City Officials:
Chief. of Police for August
City Engineer for August
Police Judge for August
Health Officer for August
City Treasurer for July
City Clerk for July
Report of Swimming Pool for Season
The reports were accepted and approved on motions duly made, seconded and
carried.
Huggins for Sewer and Water Committee reported on proposed contract for main-
tenance of water- tank - to be re -written on 3 year basis.
Water line for new clinic on Sunset Boulevard to 'connect to 2 inch line of
the English Drive In.
Moved by Huggins that Water Department be authorized to install necessary line
to bring water service to this new clinic property. Seconded by Harmon and carried.
Proposed contract to supply chlorine for Sewage Plant on a one year term.
Moved by Horstman that Council call for bids on Chlorine. Seconded by Harmon and
carried.
Moved by Huggins that call for bids be made for copper tubing in quantities and
sizes as specified by Water Works Supt. Seconded by Harmon and carried.
Moved by Huggins that call for bids be made for a new "Back Hoe" for Water Dept.
Seconded by Metcalf and carried.
Mr. Bertelson,-o,.mer of A,& W Root Beer, requested curb cut along 3 lots on
east side of 2nd Ave. W. N. south of Idaho Street. -Moved by Ryder to refer to Side-
walk and Curb Committee with power to act.- Seconded by Metcalf and carried.
Addressing the Council:
Mr. McElfish of the "Tall Tree Company", Spokane, presented proposed program
for tree pruning and maintenance.
Referred to Sidewalk & Curb Committee for a report to Council, on motion of
Homuth, seconded by Metcalf and carried.
Douglas Wise and Forrest Aker, grocery oimers, raised objections to parallel
parking on 2nd St. W. Referred to Street and Alley and Safety Committee for further
study on motion by Harmon, seconded and carried.
Rill Wenzel of Wenzel Engineers, Great Falls, offered services of his Company
on storm sewer planning. -
Moved by Harmon that matter of damages to City streets suffered as a result of
construction on Idaho Street, and the matter of applying weight limits for trucks
on certain City streets be referred to the Street and Alley Committee. Seconded and
carried.
Resolution No. 2428, a resolution changing the name of "Railroad Street'" along
its entire length to "Center Street" was presented. Moved by Fisher, seconded by
Metcalf, that the resolution be adopted. Poll call vote taken. All Councilmen voted
for adoption.
Moved by Huggins Council accept the completion of the Sewage Disposal Plant
contract with Kalispell Plumbing & heating Company. Seconded by Ryder and carried.
Moved by Huggins that the final estimate No. 10 on the Sewage Disposal Plant
Contract be paid on the basis of a deduction of $1,125.62 for liquidated damages,
Previously imposed by the Council, rather than the $1,600.00 deducted for liquidated
damages as shown in estimate No. 10. Motion seconded and carried.
A Special Assessment by the Montana Municipal League of $42.50 for Legislative
expense was approved by motion of Iluggins, seconded by Horstman and carried.
Moved -by Horstman that Council go on record of being opposed to League's schedule
of eleven bills to be submitted to Legislature on behalf of cities and towns.
Seconded by Ryder and carried.
Moved -by Harmon that claim of Mrs. Dodson for rebate of garbage assessment for
4 years be -referred to City Attorney for opinion. Seconded and carried.
Moved -by Ryder Council adjourn - seconded and carried.
Read and approved this 3rd day of October, 1960.
